Output 1.1 Technical assistance for NAP processes provided Algeria and Jordan: Prepare end of project report, document lessons learned and identify potential ways for future support (2004). Lebanon and Syria: Implement pilot activities, end-of-project reports, document lessons learned and future needs. (2004 – 2005).
Output 1.1 Technical assistance for NAP processes provided Morocco: Continue technical support for the implementation of the “Programme d’appui à la lutte contre la pauvreté rurale, la désertification et les effets de sécheresse” (2004-2007); report on results and lessons learned. Yemen: Continue technical support for the implementation to the “Decentralization and Local Development Support Programme” (2004-2007); report on results and lessons learned.
Output 1.1 Technical assistance for NAP processes provided Tunisia: Prepare action plans for four governorates. (2004-2006). Iran: Finalize formulation of mobile pastoralism project and initiate its implementation. (2004 – 2007) Palestinian Territories: Mobilize financial resources for the project ‘Natural Resource Management / West Bank. (2004 – 2003)
Output 1.2 – Integration of dryland issues into national development frameworks promoted 1- Support national efforts to improve communication and coordination among stakeholders. In Tunisia, while formulating the action plans for the governorates, efforts will be directed towards improving vertical coordination between national and local levels and horizontal coordination between the various stakeholders at the local level. In Morocco, the programme will support the promotion of participatory approaches at the local level and multi-sectoral planning at the national level.
Output 1.2 – Integration of dryland issues into national development frameworks promoted In Yemen, training of the newly elected local councils to integrate proper land and water management into district planning. In Syria, the programme will continue its support to the mainstreaming of NAP priorities into the development plans of relevant ministries and the State Planning Commission. In Lebanon, programme support will continue to advocate for the adoption of the NAP by the Council of Ministers; it will also build the capacity of local focal points and community organizations for NAP implementation.
Output 1.2 – Integration of dryland issues into national development frameworks promoted 2- Review on-going efforts towards the integration of dryland issues into policy and planning frameworks in four pilot countries: Tunisia, Morocco, Syria and Lebanon. 3- Report on the findings of the review and identify opportunities, challenges and needs for future assistance.
Output 1.3 – Local governance for natural resource management improved Lebanon and Syria: Implement pilot activities in Deir El Ahmar and Aarsal (Lebanon) and Sahl El Dow (the Syrian Badia); document results and lessons learned. Morocco: Implement PAL-PDS (local facilitators, multi-sector coordination, local development actions, improved NRM practices); report on results; document and disseminate lessons learned.
Output 1.3 – Local governance for natural resource management improved Iran: Initiate implementation of the Mobile Pastoralism Project. The purpose of the project is to revive traditional tribal social arrangements in order to improve rangeland management. Yemen: Implement DLDSP (provisions for land and water improvement in district planning; Training of local council members: managerial (financial planning and management of district plans) and technical aspects (elaboration of local development plans, good practices in land and water management and impact monitoring and reporting).
Output 1.4 – Support for dryland development programming and resource mobilization efforts provided Lebanon: finalize the development of PDF-A/OP 15 application to the GEF; proposal development for an MSP. Iran: prepare the Iranian component of the global GEF/OP 15 programme on pastoral mobility (PDF-B; full size project). Jordan: identify and support the development of a NAP priority project.
Output 1.4 – Support for dryland development programming and resource mobilization efforts provided Palestinian Territories: Explore co-funding opportunities for the implementation of the “Natural Resource Management in the West Bank” project. Syria: Follow-up on partnership building meeting and support development of PDF-A/OP 15 application to the GEF.
Output 2.1 –Technical assistance to Arab/regional and sub-regional dryland development initiatives provided SRAP-WA: Provide technical backstopping to pilot projects in Lebanon, Syria, Jordan and Yemen. Al-Kabeer River Basin (Syria and Lebanon): Contribute to project development including need assessment, consultation process and drafting of GEF project document.
Output 2.1 –Technical assistance to Arab/regional and sub-regional dryland development initiatives provided Monitoring desertification and CCD implementation: Promote networking and experience exchange between on-going initiatives in the Mashreq region (GTZ/ACSAD activities in Lebanon and Syria) and similar initiatives in the Maghreb region (UMA/OSS in Morocco and Tunisia). WANA Programme (Regional programme for the sustainable development of rainfed areas in West Asia and North Africa): follow-up with the Global Mechanism and ICARDA on the status of this initiative and possible collaboration.
Output 2.1–Technical assistance to Arab/regional and sub-regional dryland development initiatives provided Emerging Initiatives • Assist in the development and mobilize resources for the programme on “marketing of dryland products and services”. • Support regional and local NGOs including capacity building, and the promotion of networking and experience exchange.
Output 2.2Knowledge management and learning for regional dryland development • Consolidate the role of the Community of Practice for Sustainable Livelihoods in the drylands of the MENA region (COP-SL) as a main vehicle of the UNDP Dryland Knowledge Network in the MENA • Facilitate electronic discussion forum (SLDnet); • support knowledge sharing through face-to-face exchange; and • draw on the experience of interested members to support development policy and programming.
Output 2.2Knowledge management and learning for regional dryland development • Publish the best practice policy notes issued out of the joint DDC-As/ COP regional capacity building workshop. • Publish the “Aarsal” book; it documents best practices in NRM in a marginal dryland area of the MENA. • Contribute to the preparation of Challenge papers and reports for CCD/COP 7.
“It is recommended that a proposal for the possible next phase of the DDC-AS programme (e.g. July 2005-2008) would be prepared during the remaining period”. (mid-term review report, 2004)
Proposal for a possible next phaseActivities needed • Conduction of a “need assessment survey” to get feedback from partner countries and assess future needs. • Follow up on and assess requests to extend programme support to Egypt, Djibouti and Iraq. • Drafting of the proposal for the next phase based on the need assessment and consultation missions.
