  15. FGD addition to injection mix • February 9, 1995 DOMINION solicits for 2.25 mm tpy 10 year coal supply contract and FGD sludge removal services • August 31, 1995 VEPCO selects Mettiki to negotiate the contracts • December 1995, contracts signed Mettiki Coal, LLC

  17. VEPCO Mt. Storm Unit 3 Scrubber • General Electric forced oxidation wet limestone • Designed for 2.3% sulfur • Limestone consumption = 14 tons per hour • 100 gallons of lime slurry per 1000 ACFM flue gas • Hydroclone / Drum vacuum dewatering • 80% solids final calcium sulfate product Mettiki Coal, LLC

  19. Maryland Permitting Issues: • Hazardous Waste Program - • FGD is not considered Hazardous • 40 CFR 261.4 • COMAR 26.13.02.04-1.A(4) • Solid Waste Program - • injection does not fall under their regulations • Groundwater Discharge Program • Class 5 injection wells • Requires modification of existing NPDES permit Mettiki Coal, LLC

  20. FGD Chemical Analysis (mg/L) * Mean analytical data. Multiple tests performed using standard TCLP extraction fluid, raw mine water, and dilute sulfuric acid Mettiki Coal, LLC

  25. Overall Conclusion: • Application of 740,000 tons of FGD at the Mettiki A, B and C mines between 1997 and 2002 treated AMD parameters and other metal ions without increased risk of contamination from other elements • Increases were limited to soluble salt constituents: Ca, Na, K, Cl and SO4 without approaching regulatory limits Mettiki Coal, LLC

  26. Project Long Term Goals Neutralize mine pool acidity Reduce groundwater contact with pyrite and resultant acid production Provide an underutilized resource (mine voids) and reduce the surface area required for CCB storage Provide real-life data on CCB interaction with acid producing mine waters Mettiki Coal, LLC

  27. Upgraded Injection System • Dump facility • Raw mine water slurry makeup • Pumped to AMD injection tank • commingled with alkaline hydroxide sludge • 14,000 feet HDPE pipeline to 2 boreholes • Design incorporates FBC ash characteristics Mettiki Coal, LLC
