American Recovery and Reinvestment Plan Overview • Enacted February 17, 2009: • Recovery • Maintain and create jobs • Infuse cash into cash strapped state programs • Encourage flow of money into the economy through tax cuts and other incentives for individuals and organizations • Reinvest • Build and repair infrastructure

American Recovery and Reinvestment Plan Overview • $56.1m for local projects in Miami-Dade County • $2.5m for local projects in Monroe County • $5.8m for enhancement projects in District 6 • $902m Statewide for FDOT projects • 50% of state funds must be obligated within 120 days of apportionment (March 1, 2009) • Deadline – June 29, 2009 or face potential reallocation of funds to other states

American Recovery and Reinvestment Plan Overview • Types of Highway Projects (2 counties, 36 municipalities): • Bridge Repairs • Milling and Resurfacing • Arterial Construction or Reconstruction • Drainage Improvements • Guardrail Installation • Lighting • Sidewalk/ADA Improvements • Signing & Pavement Markings • Bicycle/Pedestrian Paths • Landscaping/Enhancements

American Recovery and Reinvestment Plan OverviewFederal Requirements for Design Projects Minimum scope that a local highway project must address for Federal/Stimulus funding: • Design per Florida Greenbook standards (which references FDOT pavement design manuals) as much as possible if not reconstruction project. • Pavement designs that meet the requirements LAP Specification Section 334, Hot Mix Asphalt for Local Agencies • Reworking shoulders to be flush with pavement.

American Recovery and Reinvestment Plan OverviewFederal Requirements for Design Projects Minimum scope that a local highway project must contain for this Stimulus funding: • Location and reporting of inadequate safety features based on a project level crash analysis. • Design and Installation of guardrail according to the latest edition of AASHTO’s Roadside Design Guide. • Reconstruction of all guardrail hardware that does not comply to NCHRP 230 requirements and end terminals that do not comply to NCHRP 350 requirements.

American Recovery and Reinvestment Plan OverviewFederal Requirements for Design Projects Minimum scope that a local highway project must contain for this Stimulus funding: • Signing and pavement marking to meet the latest MUTCD standards. • Construct or reconstruct as appropriate curb cuts and ramps to comply with current ADA requirements.

American Recovery and Reinvestment Plan OverviewAviation Program/FAA Grants in Aid to Airports ARRA provides $1.1 B in discretionary grants to airports to improve critical infrastructure, airport improvement and noise abatement, and runway safety systems. Priority given to projects that will be completed within two years of date of enactment. In Florida, airports were required to enter projects into Joint Automated Capital Improvement System (JACIP) Half of funds must be granted within 120 days of the date of enactment (by June 17, 2009) and the rest within a year of enactment Any questions, contact Airport Districts Office in Orlando, Dean Stringer, E-Mail: Dean.Stringer@faa.gov

American Recovery and Reinvestment Plan OverviewTransit Program/ Formula Transit Programs • Urbanized Area Formula ($5.97 B) – Allocated to Urbanized Areas using Section 5307 formula (not including Transit Intensive Cities Tier) • Fixed Guideway Modernization ($742 M) – Allocated to Urbanized Areas using regular Section 5309 FGM formula – Tiers 1, 2, 3 and part of 4 • Non Urbanized Formula ($760 M) – Allocated to States using regular Section 5311 formula

American Recovery and Reinvestment Plan OverviewTransit Program/ Discretionary Transit Programs • Major Capital Investments ($742M)‏ - FTA will give “priority to projects under construction or able to obligate funds within 150 days” • Discretionary Multimodal Program ($1.4985B)‏ - Competitive solicitation and selection; based on new procedures and criteria to be announced soon • New Energy Program ($100M) - Competitive solicitation and selection; based on new procedures and criteria to be announced soon

American Recovery and Reinvestment Plan OverviewTransit Program/Obligation Timetable • Obligation Windows – After 180 Days, half of apportionment less amount obligated will be withdrawn; Any funds apportioned not obligated within 1-year will be withdrawn.‏ • Redistribution Provisions - Recovery and redistribution of funds withdrawn after 180 Days and 1-year only to those who did not have funds withdrawn

American Recovery and Reinvestment Plan OverviewTransit Program/How to Get Ready for a Grant Projects must be in approved TIP/STIP; NEPA completed or completion imminent Work with Miami-Dade Transit in development of the required Interlocal agreement New FTA grantees must meet all Federal Requirements including establishment of approved civil rights program compliance, endorsement of annual Certifications and Assurances, and entry into Transportation Electronic Award and Management and Electronic Clearinghouse system

American Recovery and Reinvestment Plan OverviewTransit Program Reporting Requirements - New, numerous periodic reporting requirements at much higher level of detail than normal: • Collecting information on jobs, contracts, and projects is new to FTA. • FTA seeking to minimize manual reporting for grantees • Periodic publication on http://www.recovery.gov/

American Recovery and Reinvestment Plan OverviewFederal Requirements for Construction Projects ► Requirements During Construction • Monitor DBE Requirements • Each month the Local Agency must report actual payments to all DBE subcontractors and suppliers through the Equal Opportunity Reporting System. • www.dot.state.fl.us/equalopportunityoffice/ • Monitor EEO Requirements • The Local Agency must designate an EEO Officer. • Conduct employee reviews with the contractor to ensure compliance with EEO requirements. • FDOT Form No. 700-010-63

American Recovery and Reinvestment Plan OverviewFederal Requirements for Construction Projects ► Requirements During Construction (continued) • Quality Control/ Material Approval • The source of material must be approved by the Local Agency before delivery to the site. • The source of material is pre-approved if it is on the current FDOT “Qualified Products List” – QPL • Acceptance Testing • Independent Assurance Testing

American Recovery and Reinvestment Plan OverviewFederal Requirements for Construction Projects ► Requirements During Construction (continued) • Document Progress Payments • Based on accurate measurements of work performed (contractor) • The Local Agency Project Engineer must document the quantities shown on each estimate. • Certification Disbursement of Previous Periodic Payment to Subcontractors (FDOT Form No. 700-010-38)

American Recovery and Reinvestment Plan OverviewFederal Requirements for Construction Projects ► Requirements During Construction (continued) • Conduct Semifinal Inspection • Within 7 days after notice from the contractor • Unsatisfactory work shall be replaced before another inspection can take place. • Invite the FDOT • Final Inspection/ Final Acceptance • Scheduled once all punch list items have been addressed. • The Local Agency shall give written notice of Final Acceptance. • “Final Inspection and Acceptance of Federal Aid Project” • FDOT Form No. 525-010-42
