  1. FLORIDA DEPARTMENT OF TRANSPORTATION MAINTENANCE RATING PROGRAM

  2. MAINTENANCE RATING PROGRAM • Developed in the 80’s by a team made up of maintenance professionals as “A method of conducting a visual and mechanical evaluation of routine highway maintenance conditions”

  3. Purpose of MRP Program • “To provide information that should be used to schedule and prioritize routine maintenance activities and provide uniform maintenance conditions that meet established departmental objectives”

  4. MRP Program • Each District is evaluated 3 times per year. • Random sample points are generated by roadway facility types from RCI data at the State Office of Maintenance. • The sample points are selected randomly and printed on a coding form, by district, maintenance area, county, section, location mile post, and facility type.

  5. Facility Types • The roadways within a maintenance area are divided into four roadway classifications or facility types: • Rural Limited Access • Urban Limited Access • Rural Arterial • Urban Arterial

  6. MRP Elements • The MRP program is divided into five categories or elements: • Roadway • Roadside • Traffic Services • Drainage • Vegetation and Aesthetics

  7. MRP Characteristics • Each MRP Element consists of various individual characteristics. • Each characteristic within the sample point is evaluated as a yes or no as meeting maintenance conditions / standards as defined in the MRP Handbook.

  8. MRP Characteristics • All characteristics are evaluated against an established standard. These are listed in the MRP Handbook, or Design Standards. • The characteristics evaluated by MRP teams are represented as features in the RCI and activities in the MMS.

Roadway Characteristics • Consists of 9 characteristics: • Flexible Pavement Pothole • Flexible Pavement Edge Raveling • Flexible Pavement Shoving • Flexible Pavement Depression/Bump • Flexible Pavement Paved Shoulder/Turnout • Rigid Pavement Pothole • Rigid Pavement Depression/Bump • Rigid Joint Cracking • Rigid Pavement Paved Shoulder/Turnout

  10. Roadside Characteristics • Consists of 5 characteristics: • Unpaved Shoulder • Front Slope • Slope Pavement • Sidewalk • Fence

  11. Traffic Services Characteristics • Consists of 8 characteristics: • Raised Pavement Markers • Striping • Pavement Symbols • Guardrail • Signs less than 30 SF • Signs greater than 30 SF • Object Markers • Highway Lighting

  12. Drainage Characteristics • Consists of 6 characteristics • Side and Cross Drains • Roadside and Median Ditches • Outfall Ditches • Inlets • Miscellaneous Drainage Structures • Roadway Sweeping

  13. Vegetation Aesthetics Characteristics • Consists of 7 Characteristics • Roadside Mowing • Slope Mowing • Landscaping • Tree Trimming • Curb and Sidewalk Edging • Litter Removal • Turf Condition

Random Samples • Each maintenance area has 30 random sample points assigned for each facility type: • 30 points for Rural Limited Access • 30 points for Urban Limited Access • 30 points for Rural Arterial • 30 points for Urban Arterial • Each maintenance area could have up to 120 sample points per evaluation.

  15. Random Samples • Each sample point is 528 feet long. • Numerical rating is calculated for each facility type after all samples are evaluated and entered into the data base. • A score is calculated from the ratings of each facility type.

  16. Data Collection • Each District is responsible for implementing and maintaining the Maintenance Rating Program (MRP). • Each District will have an MRP survey team that is composed of a minimum of two people.

  17. Data Collection Team • The first responsibility of the team is safety for pedestrians, motoring public, and themselves. • Each sample point is located and marked at the beginning, middle, and end with tape or paint.

  18. Data Collection Team • Team members walk the sample point together facing oncoming traffic. • The team evaluates each characteristic within the sample point with a yes or no rating, depending on whether or not it meets MRP Standards.

  20. Data Collection Team • Team members are trained annually. • Each district performs a minimum of one quality control check on their team. • The State Office of Maintenance performs an annual quality assurance review of each MRP team.
