JRC STRIVE STRIVE - Support to Transitions in Regional InnoVationEco-systems • RIS3 Support to Lagging Regions • Mainaim: support therefinementandimplementationofthe RIS3 ofselected EU regions. • Centro participantion: • Laggingregions I (Horizontal WG monitoring; Horizontal WG governance) • Laggingregions 2 (Horizontal WG evaluationandrevisionof RIS3) • 1 EDP focusgroup (WineandVineyard, 25/05/2017) • 1 Project DevelopmentLab (WineandVineyard, 19/06/2018) RIS3 Support to Romania • Higher Education + VET in Smart Specialisation • Focuseson: how higher education and Higher Education Institutions can contribute to the successful implementation of S3. • Portugal is a study case: all the regions and HEIs participate. • Stairway to Excellence • Mainaim: developing and exploiting the synergies between European Structural and Investment Funds, H2020 and other EU funding programmes. • Centro participantion: • “H2020 for RIS3” WorkingGroup: Centro participates in 2 of 5 pilots. • Pilot 1: Supporting mechanisms for capacity building in framework programme participation • Pilot 2: Research and innovation Public Private Partnerships for RIS3 implementation
Internationalisation Plan Maingoal: ↑H2020 competitiveness; ↓ ESIF dependance We want to increase regional actors participation in European programs, networks and platforms, in articulation with Centro RIS3 implementation. • Specific Objective 1: Promotion • Dissemination of funding opportunities (Boletim Europa); • Specific Objective 2: Mapping • Monitoring of the region participation in H2020; • Specific Objective 3: Capacity Building • Launch of calls; • Specific Objective 4: Technical training • Internal capacity building sessions; At the national level: • 2 calls for R&D projects at the European scale (EUREKA, EUROSTARS, JU and ERA-NET) • 2 calls for R&D internationalization(supporting the preparation of H2020 applications) • 2 calls for Seals of Excellence At the regional level: • 1 call for the employment of highly qualifies human resources by interface entities • 1 call for the capacitation of interface entities (for internationalization of R&D) – in preparation ThematicPlatformAgri-food: HighTechFarming – Pilotaction ThematicPlatform Industrial Modernisation: MiningIndustry
Main lessons and questions Mainlessons • Internationalisation of R&D+i is a complex process that must be planned and encouraged. • The involvement in European groups with similar challenges is crucial to discuss approaches and benefit from benchmarking. • Engagement of stakeholders is a request. • Synergies among ESIF and H2020/HEurope are crucial to make the most out of the investments made. • Capacity Building, namely of interface entities, is a key issue. Questions • Howimportantisthe role ofregions in thisprocessofinternationalisationoftheR&D+iecosystems? • Synergiesamongdifferent funding sources are as promising as hard to achieve. Namelybecauseofthediverseregulatoryframeworksofthe diferente Programs. Howshouldthisissuebeaddressed?
