Measuresforprohibitionofraggingattheinstitutionlevel: • TheinstitutionshallstrictlyobservetheprovisionsoftheActoftheCentral Governmentand theState Governments,if any, orif enacted,considering ragging asa cognizableoffenceunderthelawonaparwithrapeandotheratrocities againstwomenandill-treatmentofpersonsbelongingtothe SC/ST,andprohibitingraggingin all itsformsin all institutions. • Raggingin all itsformsshall be totallybanned in the entire institution, including its departments,constituentunits, allitspremises(academic, residential,sports, canteen, etc.)whetherlocated withinthe campusor outsideand inall meansof transportation ofstudentswhetherpublicorprivate. • The institution shall take strict action against those found guilty of ragging and/or of abetting ragging. • Measuresforpreventionofraggingattheinstitutionlevel: • Beforeadmissions: • Theadvertisementforadmissionsshallclearlymentionthatraggingistotallybanned in the institution, and anyone found guilty of ragging and/or abetting ragging isliable to be punished appropriately (for punishments, re£ section 8 below). • Thebrochureofadmission/instructionbookletforcandidatesshallprintinblock letterstheseRegulationsinfull(includingAnnexures). • The'Prospectus'andotheradmissionrelateddocumentsshallincorporatealldirectionsoftheSupremeCourtand/ortheCentralorStateGovernmentsas applicable,sothatthecandidatesandtheirparents/guardiansaresensitizedinrespect oftheprohibitionandconsequencesofragging.Ifthe institutionisanaffiliating university,it shall make it mandatory for the institutionsunder it to compulsorily incorporate such information in their 'Prospectus'. • Theapplication formfor admission/ enrolmentshall have aprinted undertaking, preferablybothinEnglish/Hindiandinoneoftheregionallanguagesknowntothe institution and the applicant (English version given inAnnexure I, Part I), to be filled upand signedby the candidateto the effectthat he/she isaware of thelawregarding prohibitionofragging aswell asthe punishments,and tothe effectthat he/shehasnot been expelled and/or debarred from admission by any institution and that he/she, • iffound guilty of the offence ofragging and/or abetting ragging, isliableto be punished appropriately. • Theapplication form shallalso contain aprinted undertaking, preferablyboth in English/Hindiandinoneoftheregionallanguagesknowntotheinstitutionandthe parent/ guardian (English version given inAnnexure I, Part II), to be signed by the parent/guardian of theapplicant to theeffect that he/she isalsoaware of thelawin thisregardandagreesto abidebythepunishment metedouttohis/her wardincase the latter isfound guilty of ragging and/or abetting ragging.

  21. Theapplication for admission shallbe accompanied by adocument in the formof the SchoolLeavingCertificate/TransferCertificate/MigrationCertificate/Character Certificate which shall include a report on the behavioral pattern of the applicant, so thatthe institutioncan thereafterkeep intensewatch upona student whohasa negativeentryinthisregard. • Astudent seeking admission to the hostel shall have to submit additionalundertaking in the form ofAnnexure I (both Parts) along with his/ her application for hostel accommodation. • Atthe commencementof the academicsession theHead of theInstitution shall conveneandaddressameetingofvariousfunctionaries/agencies,likeHostel Wardens,representativesofstudents,parents/guardians,faculty,district administrationincludingpolice,todiscussthemeasurestobetakentoprevent raggingintheInstitutionandstepstobetakentoidentifytheoffendersand punish them suitably. • Tomakethecommunityatlargeandthestudentsinparticularawareofthe dehumanizingeffectofragging,andtheapproachoftheinstitutiontowardsthose indulginginragging,bigposters(preferablymulticolourwithdifferentcoloursfortheprovisionsoflaw, punishments,etc.)shallbeprominentlydisplayedonallNotice Boardsofalldepartments,hostelsandotherbuildingsaswellasatvulnerableplaces. Someof suchpostersshallbe ofpermanent naturein certainvulnerable places. • Theinstitution shall requestthe media to giveadequate publicity tothe law prohibitingraggingandthenegativeaspectsofraggingandtheinstitution's resolve toban ragging and punish those found guilty without fear or favour. • The institution shall identify, properly illuminateand man all vulnerable locations. • Theinstitution shall tightensecurity in itspremises, especially atthe vulnerable places. If necessary, intense policing shall be resorted to atsuch pointsat odd hours duringtheearlymonthsoftheacademic session. • Theinstitution shallutilize thevacation period beforethe startof the new academic year to launch wide publicity campaign against ragging through posters, leaflets. seminars, street plays, etc. • Thefaculties/departments/unitsofthe institutionshallhaveinduction • arrangements(includingthosewhichanticipate,identifyandplantomeetanyspecial needsof any specificsection of students) inplace well in advanceof the beginning of theacademicyearwithaclearsenseof themainaimsandobjectivesof the • induction process.

  22. On admission: • Every fresh student admitted to the institution shall be given a printed leaflet detailing whenandtowhomhe/shehasto turntoforhelpandguidancefor various purposes (includingWardens,Headoftheinstitution,membersoftheanti-raggingcommittees, relevantdistrictandpoliceauthorities),addressesandtelephonenumbersofsuch persons/authorities,etc., sothat the fresherneed notlook up tothe seniorsfor help in suchmattersand getindebted tothem andstartdoing things,right orwrong, attheir behest.Suchastep willreducethefreshers'dependenceontheir seniors. • Theinstitutionthroughtheleaflet mentionedaboveshallexplain tothenew entrants thearrangementsfortheirinductionandorientationwhichpromoteefficientand effectivemeansofintegratingthemfullyas students. • Theleafletmentionedaboveshallalsoinformthefreshersabouttheirrightsas bonafidestudentsof theinstitution andclearlyinstructing themthat theyshould desist from doing anything against their will even if ordered by theseniors, and that they havenothing tofear astheinstitution caresforthem and shallnot tolerate any atrocitiesagainstthem. • Theleafletmentionedaboveshallcontainacalendarofeventsandactivitieslaiddown bytheinstitution tofacilitateand complementfamiliarizationof fresherswith the academic environment of the institution. • Theinstitutionshallalso organizejoint sensitizationprogramsof’fresher’sand seniors. • Freshersshallbeencouragedtoreportincidentsofragging,eitherasvictims,oreven as witnesses. • Attheendoftheacademicyear: • Atthe end of every academicyear theVice-Chancellor/ Dean ofStudentsWelfare/ Director/Principalshallsendalettertotheparents/guardiansofthestudentswhoare completing the first year informing them about thelawregarding ragging and the punishments,andappealingtothemtoimpressupontheirwardstodesist from indulgingin raggingwhen they comeback atthe beginning ofthe next • academic session. • At the end of every academic year the institution shall form a 'Mentoring Cell' consistingofMentorsforthe succeedingacademicyear.There shallbeasmany levels ortiersofMentorsasthenumberof batchesintheinstitution, attherateof IMentor for6freshersandI Mentorofahigher levelfor6Mentorsofthelowerlevel

  23. SettingupofCommitteesandtheirfunctions: • TheAnti-RaggingCommittee: -TheAnti-RaggingCommittee shallbe headedby the Headoftheinstitutionandshallconsistofrepresentatives offacultymembers, parents,studentsbelongingtothefreshers'categoryaswellasseniorsand • non-teachingstaff.Itshallmonitortheanti-raggingactivitiesintheinstitution, considertherecommendationsoftheAnti-RaggingSquadandtakeappropriate decisions,includingspellingoutsuitablepunishmentstothosefoundguilty. • TheAnti-Ragging Squad:TheAnti-Ragging Squad shall be nominated by the Head of theinstitution with such representation asconsidered necessary and shall consist of membersbelongingtothevarioussectionsofthecampus community.TheSquad shall have vigil, oversight and patrolling functions. It shall be keptmobile, alert and active atall timesand shallbe empoweredto inspectplacesofpotential raggingand make surpriseraidsonhostelsandotherhotspots.TheSquadshallinvestigateincidentsof raggingandmakerecommendationstotheAnti-RaggingCommitteeandshallwork under the overall guidance of the said Committee. • Monitoring Cell onRagging:- Ifthe institutionisanaffiliating university,it shallhave aMonitoringCellonRaggingtocoordinatewiththeinstitutionsaffiliatedtoitby callingforreportsfromtheHeadsofsuchinstitutionsregardingtheactivitiesofthe Anti-Ragging Committees, Squads, and Mentoring Cells, regarding compliance with theinstructionsonconductingorientationprograms,counsellingsessions,etc.,and regardingtheincidentsofragging,theproblemsfacedbywardensandotherofficials, etc.ThisCellshallalsoreviewtheeffortsmadebysuchinstitutionsto publicize • anti-raggingmeasures,cross-verifythereceiptofundertakingsfromcandidates/studentsandtheirparents/guardianseveryyear,andshallbetheprime moverforinitiatingactionbythe universityauthoritiestosuitablyamendthe Statutes orOrdinancesor Bye-lawstofacilitatetheimplementationofanti-raggingmeasuresat the level of the institution. • Othermeasures: • TheAnnexuresmentioned insub-clauses6.1.4, 6.1.5and6.1.7of theseRegulations shall be furnished at the beginning of each academic year by every student, that is, by fresher’saswellasseniors. • Theinstitution shallarrange for regularand periodic psychologicalcounselling and orientationforstudents(forfresher’sseparately,aswellasjointlywith seniors)by professionalcounsellorsduringthefirstthreemonthsofthenewacademic year.This shallbe doneat theinstitution anddepartment/ courselevels. Parentsand teachers shall also be involved in such sessions. • Apartfrom placingpostersmentionedin sub-clause6.1.9 aboveat strategicplaces, the institutionshallundertakemeasuresforextensivepublicity againstraggingby means of audio-visual aids, by holding counselling sessions, workshops, painting and design competitionsamongstudentsandothermethodsasitdeems fit.

  24. IftheinstitutionhasB.Ed.andotherTeachertrainingprograms,thesecourses shall bemandated toprovide foranti-ragging andthe relevanthuman rightsappreciation inputs,aswellastopicsonsensitizationagainstcorporalpunishmentsandchecking of bullying amongst students, so that every teacher isequipped to handle at least the rudimentsofthecounseling approach. • Wardensshallbeappointedaspertheeligibilitycriterialaiddownforthepost reflectingboththe commandand controlaspectsof maintainingdiscipline, aswell as thesofter skillsof counseling and communicating with the youth outside the • class-roomsituations.Wardens shallbeaccessibleatallhoursand shallbeprovided withmobilephones.Theinstitutionshallreviewandsuitablyenhancethepowersand perquisitesofWardensandauthoritiesinvolvedincurbingthemenaceof ragging. • Thesecuritypersonnelposted inhostelsshallbe underthedirect controlofthe Wardensandassessedby them. • Privatecommerciallymanagedlodgesandhostelsshallberegisteredwiththelocal policeauthorities, and thisshallbe done necessarily onthe recommendation of the Headof theinstitution. Localpolice, localadministration andthe institutional authoritiesshallensurevigilonincidentsthatmaycomewithinthedefmitionof ragging and shall be responsible for action in the event of ragging in such premises, justastheywouldbeforincidentswithinthecampus.Managementsofsuchprivate hostelsshallberesponsiblefornot reportingcasesofraggingintheir premises. • TheHeadofthe institutionshalltake immediateactionon receiptofthe recommendations oftheAnti-RaggingSquad.He/SheshallalsoactSuomottoifthe circumstancessowarrant. • Fresherswhodonotreporttheincidentsofraggingeitherasvictimsoraswitnesses shall also be punished suitably. • AnonymousrandomsurveysshallbeconductedacrosstheIstyearbatchoffreshers everyfortnight during the first three monthsof theacademic year to verify and • cross-checkwhetherthe campusisindeed freeof raggingornot.Theinstitution may designitsown methodologyof conductingsuch surveys. • Theburden of proof shall lie on the perpetrator of ragging and noton the victim. • TheinstitutionshallfileaFIRwiththepolice/ localauthoritieswheneveracaseof raggingisreported,butcontinuewithitsownenquiryandothermeasures without waiting for action on the part of the police/ local authorities. Remedial action shall be initiatedand completedwithin theone weekof theincident itself • TheMigration/TransferCertificateissuedtothestudentbytheinstitutionshallhaveanentry,apartfromthoserelatingtogeneralconductandbehavior,whether the studenthasbeenpunished forthe offenceof committingor abettingragging, or not, asalso whether thestudent hasdisplayedpersistent violent or aggressive • behavior or any inclination to harm others.

  25. 6.5.14Preventing or acting againstragging shall be the collective responsibility ofall levels andsectionsofauthoritiesorfunctionariesintheinstitution,includingfaculty, andnot merely that of the specific body/ committee constituted for prevention of ragging. TheHeadsofinstitutionsotherthanuniversitiesshallsubmitweeklyreportstothe Vice-chancellor ofthe universitythe institutionisaffiliatedto orrecognized by, duringthefirst threemonthsofnewacademicyear andthereafter eachmonth onthe statusofcompliancewithanti-raggingmeasures.TheViceChancellorofeach university shall submit fortnightly reportsof the university, including those ofthe MonitoringCell on Raggingin case of anaffiliating university, to theChancellor. 6.5.I 5 • 6.5.16Accesstomobilephonesandpublicphonesshallbeunrestrictedinhostelsand campuses,exceptinclass-rooms,seminarhalls,libraryetc.wherejammersshallbe installed to restrict the use of mobile phones. • Measuresforencouraginghealthyinteractionbetweenfreshersandseniors: • Theinstitutionshallsetupappropriatecommitteesincludingthecoursein-charge, studentadvisor,Wardenandsomeseniorstudentstoactivelymonitor,promoteand regulatehealthyinteractionbetweenthefreshersandsenior students. • Freshers'welcomepartiesshallbeorganizedineachdepartmentbythesenior studentsandthe facultytogethersoon afteradmissions,preferably withinthe first twoweeksofthe beginningoftheacademic session,forproperintroduction toone anotherandwherethetalentsofthefreshersarebroughtoutproperlyinthe presenceof the faculty, thushelping them to shed their inferiority complex, if any, and remove their inhibitions. • Theinstitution shallenhance the student-facultyinteraction byinvolving thestudentsinallmattersofthe institution,exceptthoserelatingtothe actualprocesses ofevaluation andof facultyappointments, sothat thestudentsshallfeel thatthey are responsiblepartnersinmanagingtheaffairsoftheinstitutionandconsequentlythe creditdue to the institution for good work/ performance isdue to them aswell. • MeasuresattheUGC/Statutory/Regulatorybodylevel: • Regulatory measures: • TheUGCandotherStatutory/Regulatorybodiesshallmakeitmandatoryforthe institutionstocompulsorilyincorporateintheir'Prospectus'thedirectionsofthe SupremeCourtand/ortheCentralorStateGovernmentswithregardto prohibition andconsequencesofragging,andthatnon-compliancewiththedirectives against raggingin any manner whatsoever shall be considered aslowering of academic standardsbytheerring institutionmakingit liableforappropriate action. • TheUGC(includingNAACandUGCExpertCommitteesvisitinginstitutions for variouspurposes)andsimilarCommitteesofotherStatutory/Regulatorybodiesshallcross-verifythattheinstitutionsstrictlycomplywiththerequirementofgetting theundertakingsfromthestudentsandtheirparents/guardiansasenvisaged under these Regulations.

  28. Attheappointing authoritylevel: • Theauthoritiesoftheinstitution,particularlytheHeadoftheinstitution,shallberesponsibleto ensure thatno incidentof raggingtakesplacein theinstitution.
