  2. New Program Codes for Previous Dropouts Students Previously Reported as Dropouts • 500001 – Previously reported as a dropout in the reporting district’s graduation rate • 500002 – Previously reported as a dropout in another Ohio district

  3. New Program Codes for Previous Dropouts Purpose: • To prevent a student from being counted as a dropout multiple times in a single district • To prevent a student from being counted in multiple districts as a dropout

  4. New Program Codes for Previous Dropouts When to use 500001 and 500002: • ONLY reported for students who have previously been reported as a dropout (withdrawal reason 71, 72, 73 or 74) • Should NOT be reported for students reported as returning withdrawals (students withdrawn during Yearend N reporting period who return by the following October) • Program codes should be reported in both the October K and Yearend N reporting periods • Districts can enter this code at time of reenrollment OR enter it for the reporting period when the student is reported again as a dropout.

  5. ASSESSMENT • Instructions not included in Chapter 2 due to changes in HB 3 • New Records • Student Proficiency Testing • Student Proficiency ONLY • Student Achievement Testing • Student OGT Testing • CTAE Student Testing • No K Diagnostic Test in FY2004

  6. ASSESSMENT • Proficiency-Only Test Record can be submitted during the October K reporting period in order to report summer graduates • There will be a videoconference on November 13, 2003 on Assessment and Accountability • It will be taped & available on the web site.

  7. Change in Reporting Instructions Department of Youth Services • Students sent to the Department of Youth Services should NOT be withdrawn from the resident district • Includes students WITH OR WITHOUT disability conditions • If student drops out or receives a GED while in the DYS, district can use the “45” withdrawal code

  8. STUDENT INTERVENTION PROGRAM CODES • Two types of Student Intervention Program Codes: • Intervention funded by Student Intervention Funds (GRF 200-513) • Intervention required by SB 1 • Districts will receive funding for FY2004 and will report on the students who participate through EMIS in the FY2004 Yearend N Reporting Period • Delete current student intervention program codes used during regular school year (150100-150190)

HIGHLY QUALIFIED TEACHER • Element is located on the Course Master Record • Reported in EMIS during FY2004 October K reporting period • Highly Qualified Teacher Worksheets distributed to school districts and buildings in late August/early September • Worksheet is a tool to assist schools in tracking which teachers are highly qualified to teach each course. 

  10. HIGHLY QUALIFIED TEACHER • How does the teacher of this course meet the federal definition of a Highly Qualified Teacher? • This element must be reported for all teachers who teach Core Academic Courses (as specified by the No Child Left Behind Act of 2001, Reauthorization of Elementary and Secondary Education Act (ESEA), Public Law 107-110) • Report the FIRST reason from the worksheet that indicates how the teacher meets the Highly Qualified Teacher definition for the particular course being reported.

  11. HIGHLY QUALIFIED TEACHER CORE COURSES (No Child Left Behind Act of 2001) include: • English, Language Arts, Reading, Science, Math, Arts, Foreign Languages, Government and Civics, History, Economics and Geography. • The list of specific EMIS subject codes that are included in each of these core areas can be found on the EMIS web site at http://www.ode.state.oh.us/emis/. 

  12. HIGHLY QUALIFIED TEACHER Report only ONE of the following valid options • * = Teacher does NOT meet the definition of Highly Qualified Teacher for this course (also use for courses that are not core academic courses) • 1 = Ohio’s State Licensing Exam • 2 = Academic major or 30 hours in content area • 3 = Master’s Degree • 4 = Special Education certificate/Intervention Specialist license • 5 = Professional Certificate • 6 = Permanent Certificate • 7 = National Board Certification • 8 = 100 points on the Ohio Highly Qualified Teacher Rubric

HIGHLY QUALIFIED TEACHER NEW OPTION – NOT ON WORKSHEET: • 9 = 90 completed clock hours of professional development distributed over the following areas: grade appropriate academic subject matter knowledge, teaching skills and Ohio’s Academic Content Standards. These hours were included in an Individual Professional Development Plan that was approved by a LPDC (Local Professional Development Committee)

  14. HIGHLY QUALIFIED TEACHER October 15 • The Center for the Teaching Profession recommends that these worksheets be completed by teachers and approved by the building principal, and given to EMIS coordinators by October 15, for EMIS data entry

  15. HIGHLY QUALIFIED TEACHER • October 17th is the first opportunity for districts to submit October K EMIS data • Since April 16, 2004 is the EMIS reporting deadline for the FY2004 October K Reporting Period, districts have until April 16th to review, verify, update and resubmit these data. • Teachers can be reported in EMIS as highly qualified for the 2003-04 school year if they meet the definition on or before April 16, 2003

  16. BUILDING/DISTRICT RECORDS • New records for FY04 • District and Building Previous Summer Records • District and Building Fall/October Records • District and Building Yearend Records • New elements added to bldg. record will replace OCCD-8 paper form (Principal’s Annual Closing Report)

  17. BUILDING/DISTRICT RECORDS October Count Week • Element is included on Fall/October building record • Building must be OPEN ALL FIVE DAYS to receive full funding • If building not open all five days during week of October 6th - must request a waiver • List of approved waivers are available on EMIS web site

  18. BUILDING/DISTRICT RECORDS • Title I Building Program Type will be reported on BOTH the Fall/October and the Yearend Building Records • District Fall/October Record – Total Number of Unserved Nonpublic Students Eligible for Special Education
