Key Factors Raleigh’s Success • A conversation on the issues started before the visioning was initiated • The visioning was one component of a larger planning effort with clearly identified and tangible outcomes • A mix of formal and informal mechanisms was used to broaden participation beyond traditional audiences • Staff were trained as facilitators and note takers; large meetings had up to 30 staff on site • Thorough documentation, information sharing, and staff accessibility
