3. TSM&O and ATMS Concepts ATMS Deployment in Southern Broward County TSM&O is a new program within FDOT. It is based on measuring performance, actively managing the multimodal transportation network and delivering positive safety and mobility outcomes to the traveling public in South Florida. Intelligence Transportation Systems (ITS) devices are the main components of any TSM&O approach.
