History of the Forum • Council and BPA created the Forum in 2005 in response to action items in the 5th Power Plan • Forum developed a preliminary adequacy standard and implementation plan, which were adopted by the Council in April 2008 • Forum has assessed the power supply adequacy annually • Forum is scheduled to review its methodology this year

Forum Objectives • To develop a resource adequacy standard for the Pacific Northwest power supply • To annually review the status of the power supply • To initiate appropriate actions when the supply is deemed to be inadequate • To work with other utilities in the West and with NERC in developing methods to integrate the Northwest’s standard with those of other regions

What the Forum is and isn’t • The Forum’s assessment is an early warning system • The Forum’s minimum thresholds are not resource planning targets • The Forum’s assessment is a regional perspective – it is not intended to be used directly by individual utilities • The Council encourages utilities to incorporate the Forum’s methodology when assessing their own adequacy needs • The Forum does not infringe on the jurisdiction of states or on the prerogatives of individual utilities

  6. Options for the Future • Status Quo – ad hoc committee • An organized standing committee (formal membership and bylaws) • A Federal Advisory Committee Act (FACA) advisory committee (e.g. RTF) • An independent entity (e.g. NEEA)
