Volume vs. Service • 33% increase in 4 years with no staff increase • No projected let-up in sight • Service level and corresponding cost to industry is unacceptable – carriers running “hot” (no permit, no route)
Impact on TxDOT Goals • Reduce Congestion • Unpermitted OS/OW loads are not routed to avoid structures, restrictions, or time limitations in heavily congested areas • Enhance Safety • TxDOT’s primary mission to provide safe, effective and efficient movement is significantly jeopardized when loads run without permitted routes
