Barents Rescue at a glance • Conducted for the first time in Sweden in 2001 - 2005 Norway - 2007 Finland - 2009 Russia - 2011 Sweden • Norway has the chair for the Barents Council until November 2013 • According to present schedule, the next exercise to be held in Norway in 2013 during the period of Norwegian chairmanship Et trygt og robust samfunn - der alle tar ansvar

Overall Aim The Barents Rescue exercises should aim to improve communication, cooperation and coordination between countries that may become involved in an emergency in the Barents Region The exercises are intended to improve preparedness and cooperational effectiveness of civil protection and joint emergency response as well as developing responder´s network Et trygt og robust samfunn - der alle tar ansvar

Main Objectives (1) • To define, test and evaluate relevant bilateral and multilateral agreements for assistance and the applicable legal and administrative framework. • Promote cooperation between authorities in the Barents Region as well as at national and international level. Expenses • Exercise Barents Rescue 2013 will be planned and conducted within a strict budget (a major reduction compared to earlier exercises) • All participating units and agencies will be required to carry their own expenses - including participation at the major planning conferences • DSB as the organizer will cover all joint expenses - Facilitation of the exercise scenario - Cost of the planning process - Other costs that are not indigenous to any particular agency Et trygt og robust samfunn - der alle tar ansvar

  44. Teknisk forskrift § 7-4.Sikkerhet mot skred. Unntak for flodbølge som skyldes fjellskred (1) For byggverk som ikke omfattes av § 7-3 første ledd kan det likevel tillates utbygging i områder med fare for flodbølger som skyldes fjellskred, der alle følgende vilkår er oppfylt: a) konsekvensene av byggerestriksjoner er alvorlige og utbygging er av avgjørende samfunnsmessig betydning, b) personsikkerheten er ivaretatt ved etforsvarlig beredskapssystem som er basert på sanntids overvåking, varsling og evakuering, og det er foretatt en særskilt vurdering av om det skal være restriksjoner for oppføring av byggverk som er vanskelige å evakuere. Varslingstiden skal ikke være kortere enn 72 timer og evakueringstiden skal være på maksimum 12 timer, c) det finnes ikke andre alternative, hensiktsmessige og sikre byggearealer, d) fysiske sikringstiltak mot sekundære virkninger av fjellskred er utredet, og e) utbyggingen er avklart i regional plan, kommuneplanens arealdel eller reguleringsplan (områderegulering), herunder gjennom konsekvensutredning. (2) Mindre tilbygging, påbygging eller underbygging av eksisterende byggverk kan tillates uten krav om plan etter første ledd bokstav e og dispensasjon etter plan- og bygningsloven kapittel 19, så fremt utvidelsen ikke medfører økt fare for skade på liv og helse.
