  5. Workforce Projections Without changes, by 2028, the U.S. will have 19 million more jobs than adequately prepared workers to fill them. In the U.S., 90% of the fastest growing jobs now require some postsecondary education, with a growing portion requiring the baccalaureate or higher. From 2004 to 2030, there will be a projected 68% increase in the number of jobs in Florida requiring the baccalaureate degree or higher.   18. Background In 1990, the Florida Prepaid College Board established the Prepaid College Foundation as a not-for-profit direct-support organization of the Board. Created the Stanley Tate Project STARS Scholarship Program to provide economically disadvantaged students who are at-risk of dropping out of school an opportunity to realize their dream of a college education. Student Selection Criteria Students must be economically disadvantaged at time of selection; Students must be at-risk of dropping out of school; Students must not yet be in the 12th grade; Sponsors may establish additional criteria, subject to approval by the Foundation. On-Going Eligibility Requirements • Stay drug and crime free. • Adhere to school attendance requirements. • Abide by the school’s code of conduct. • Meet with a mentor on a regular basis. • Meet the minimum criteria for high school graduation. • Submit an annual college progress report to the Board.
