Introduction • UNEP project • Financial support from the Dutch Government • Implementing agency: UNEP Collaborating Centre on Energy and Environment (UCCEE) • A major capacity development project without any commitment for CER • Aims at bringing developing countries at par with developed countries in respect of CDM capabilities • A collaborative project • Three-way collaboration • UCCEE • Regional Centre • National focal points

Introduction (Cont’d) • Global focus: • Twelve developing countries from 4 regions • Asia: Cambodia, Philippines and Viet Nam • Latin America: Bolivia, Ecuador, Guatemala • Middle-East and North Africa: Egypt, Jordan, Morocco • Southern Africa: Cote d'Ivore, Mozambique, Uganda • Focus on small and medium sized countries lacking CDM capacities • Selection criteria: • Ratification of the UNFCCC; Signature or ratification of the KP (Viet Nam) • National Communication - submitted or in an advanced stage of preparation; Existence of a focal agency for the UNFCCC and KP (Viet Nam) • Availability of a national policy framework to promote RE and EE (Viet Nam) • Focus on energy sector projects

Project Plan • Two phases of the project • Phase 1: Preparation phase • Exploration and Identification of project partners • Listing of government and other stakeholders support for the project • Preparation for the second phase • Identification of the needs for capacity development • Plans for developing the capacity • to be completed by January 2003 • Phase 2: Main Project implementation • Three-year project (2003-2005) • Training and capacity building of various stakeholders • Creating a pipeline of CDM projects

Project Objectives • Improved regulatory frameworks, • functioning national CDM entities, • A pipeline of possible CDM projects, • Clear definition of baseline parameters • Better skills and increased capacity to • 1) support CDM activities, • 2) identify prospective CDM projects, • 3) formulate investment plans, • 4) validate CDM projects, and • 5) monitor and report the results of CDM activities. •  Share Experience on CDM capacity   • Operational information and guidelines • awareness raising and • capacity building on CDM

Target groups for capacity building • Major target groups • Government/ policy makers • Project developers • Project owners • Financial sector • Permanent human capacities in the participating countries (universities/ NGOs/ institutions) • Methodology for capacity building • Training • national level • regional level • global level • Networking and experience sharing

Tasks and Expected Outputs of the Project Task 1. a) Sensitise the policy makers about the benefits of CDM; and b) Get their support for the project Expected Outputs • Inventory of past and present national activities on CDM and related areas • Awareness raising • Identification of a national focal point • Draft national Work plan for the second phase • Workshop to discuss the Work Plan and finalise it Duration: Feb 2002 to Jan 2003

Developing Capacity of Policy Makers to make CDM operational at the national level • Expected Outputs • Report on capacity needs of key policy makers • Identify key policy makers • Assess their capacity development needs • Guidelines to operationalize the CDM • Define baseline parameters • Methodology • Parameters for small and large projects Duration: Nov 2002 to Nov 2003

Establishing institutional framework for CDM • Expected Outputs • Operationalize CDM national authority • Establish and staff the authority • Develop capacity of the authority • Develop country specific procedures for CDM • Project design and formulation • Evaluation • Validation and certification • Monitoring • Formulate regulatory procedures for the CDM Duration: Sep 2003 to Apr 2004

Strengthen capabilities of private and public sectors’ players Expected Outputs • Strengthen private and public sector players • Increase understanding of financial community • Enhance capacity of private and public sectors • Active collaboration with international counterparts Duration: Mar 2004 to Apr 2005

Finalize the national work plan for next 3 years • Tasks • Discuss the draft work plan to see if • it reflects the project objectives and • it corresponds with project tasks • it covers all target groups • To deliberate on the time table • scheduling of activities and • Suggest improvements to the draft plan
