  3. Introduction “ Give insight to the opportunities of (new) mobile communication technology in relation to policy for the sector traffic and transport.”

  4. Vision on the use of Cell Broadcast Cell Broadcast as a medium for the improvement of the internal management and (in future) for government's services to the citizens. The main advantages of Cell Broadcast as a medium for the government's services: • Simple • Cheap • Geographic orientation of messaging • No extra costs per receiver

  5. Public Service Bundle concept Service from the government towards the civilians implicates availability of Cell Broadcast as a network functionality for all the national mobile operators Government services suitable for Cell Broadcast have different specifics, like the need of bandwidth, geographical coverage and the option of giving priority to messages. Assessment of the government’s need for the use of Cell Broadcast. Argument for the government to ‘claim’ national capacity on the Cell Broadcast infrastructure from ALL operators for ALL public services.

  7. Current steps taken • Focus on the reliability of the technology • Pilot Mobile Emergency Service (to gainpolitical support) • In Public-Private Partnership • Currently one operator

  8. Next steps until 2003 • Pilot in-car services (region Noord Brabant) (text to icon/ in-car DRIPS) • Research on safe in-car use in compliance with the hands-free-policy • Assessment goverment’s public services • Installation intermediar public and private parties (envisioned party: ICTU)
