Social Determinants of Health • Greater focus and acceptance based on research of the concepts of social determinants have large impact on health of individuals (communities, societies) • 2002 Conference at York University identified: Aboriginal Status,early life,education,employment and working conditions, food security, health care services, housing, income and distribution, social safety net, social exclusion and unemployment and employment security

DNSSAB Mandate • Concept of Social Determinants of health gives us another way to frame our work • Our mandated role provides opportunity to impact in some way on early life, early education, food security, health care services (EMS), housing, income distribution, social safety net – 7 of 11 • Not in position to develop new major programs but we can influence how programs designed by Federal and Provincial Gov’t’s work for disadvantaged populations

  4. Rapid Change in Programs • Children’s Services – program planning, program expansion, focus on early education and child development, new fee subsidy policies, quality monitoring • Emergency Medical Services – Funding Issues, Ambulance Base, Cross-Border Billing

  5. Rapid Change in Programs • Ontario Works – new Employment Assistance performance measures in support of a new funding model, • Closure of ISU’s and return to in-person applications in local offices by June 2005, 20 other Program changes announced in December with more expected early in 2005 • Pilot project to commence in first half of 2005 which will involve employment information sessions, Participation Agreement update and referral of approximately 375 clients

  6. Rapid Change in Programs • Community Housing Services – funding benchmarks, new performance measures for PHIF, new Affordable Housing initiatives anticipated, Housing needs study • ODSP – MCSS/DNSSAB review of demand for services and capacity in Nipissing District

  7. Summary • Anticipate a very active year of program changes which present implementation challenges • The changes also present opportunities to obtain better results on the social determinants for the disadvantaged
