  2. Goals to Objectives • The Consortium for Educational Communication will address the educational needs of the country through use of various media of communication. Key Words • Educational Needs • Communication Media Implications Offering need based National fulcrum for • Tertiary level disciplines and Educational Technology related curriculum across various types of universities by creating an idea hub and quality monitor • Convergent and traditional communication media Creating an automated high level sampler for best suited communication media for rural, semi-urban, urban and global audience profile

  3. Objective 01: Suggestions • Production of educational programmes (especially video and audio) and related support material, and the setting up of appropriate facilities for this. The Consortium itself will have only very limited in-house programme production facilities mainly capsuling/packaging programmes • Extensive in-house creation, design, development, packaging, publishing/broadcasting and marketing of multimedia educational programme for higher education on quarterly review basis involving expertise and talent from task oriented panels • Focusing individually on quality productions involving: • Audio • Video • Multimedia

Objective 02: Suggestions • Dissemination of educational programmes, through both the broadcast and non-broadcast modes, procuring programmes , preparing integrated capsules for broadcast etc., for this purpose. • Optimum application of convergent media and standardized integrated processes to ensure deeper global outreach

Objective 03 :Suggestions • Coordination and liaison with the broadcasting/distribution agencies ( including especially Doordarshan & All India Radio) for dissemination of educational programmes. • Dynamic interface with broadcasting/distribution agencies with proven merit and track record of reaching out to the intended audience

  6. Objective 04 : Suggestions • Close coordination, facilitation, overall guidance and direction to the activities of the media centres set up by the UGC in various universities. • Quarterly measurable review of criteria based performance of multimedia research centres

Objective 05 : Suggestions • Research related to optimising the effectiveness of the programmes, through studies and aimed at assessing audience needs, formative research including pretesting of programmes, feedback from the audience, impact studies, and basic research related to distance learning and use of media. • Research involving broad-based global population applying latest methodology • Impact studies of the finding of research so conducted within three quarters of the publication of research findings

Objective 06 : Suggestions • Programme utilization through organized viewing groups, clubs or other related activities that help to ensure the maximum utilization of the educational material. • Programme utilization report generation through in-house standardized tools of impact measurement across higher education disciplines and curricula across various types of universities every semester of that university

Objective 07 : Suggestions • Networking and collaborating with other agencies- in India and abroad- in the field of educational communication, including especially the Indira Gandhi National Open University • Partnering on the basis of higher education scholars’ needs with a wide spectrum of organizations involving Open, Virtual and Traditional process in learning.

Objective 08 : Suggestions • Providing a forum for the active involvement of academic and other scholars in the creation appropriate educational programmes , organizing workshops, exchange of scholars (within the country and with other countries) etc. to this end • Developing and managing online as well as face to face platforms for representative scholars globally to generate annual testimony of path breaking action documents in their respective professions.

Objective 09 : Suggestions • Training and overall human resource development in the field of educational communication , especially for the staff and academics associated with the media centres • Interactive online as well face to face core customized competency development in association with the resources of the universities hosting the centres to ensure incentive related graduated phased programme across centres starting from within the first six month of the joining .

Objective 10 : Suggestions • Creation of a central library and database of educational programmes, with appropriate facilities /mechanisms for storage , duplication, access and distribution. • Generation of a sophisticated digital cloud based information management system utilizing non-properitery as well as open software as per the contemporary information access and dissemination cutting edge technology scenario

Objective 11: Suggestions • Vigorous marketing of the educational programmes/material , both in the country and abroad ; undertaking necessary publicity efforts for this purpose ; generation of revenue from sales of programmes, sponsorship etc. • Ensuring local-global ( “glocal” ) visibility procedures both virtual and real to transact knowledge wealth and financial wealth by ensuring quality products, processes and impact studies every quarter with annual public report

Objective 12 : Suggestions • Studying , promoting and experimenting with new techniques/technology that will increase the reach and /or effectiveness of educational communication; conducting studies and taking necessary initiatives towards the evolution of dedicated educational TV/radio channels. • Commissioning time-bound objective oriented projects to utilize best potentials of contemporary knowledge economy, technological innovation, communication convergence and social entrepreneurship thereby publically sharing the outcomes by generating transparent monitoring software to track on-going projects.

  15. Objective 13 • General advice and assistance to UGC on matters related to educational communication, or on any other matter referred to the Consortium by the UGC
