  3. Creation of NPS • Formed in 1993 as a County Council Business Unit • Transformed in April 2002 into a limited company owned by Norfolk County Council • Two subsidiary companies formed in the north of England in 2004 – • NPS North East Ltd • NPS North West Ltd

Creating a Third Market • Creating a new market for public sector service providers (not all in or all out) • Business partnerships established with Wigan and Wakefield Councils • Local Authorities now have a new choice • Many expressions of interest have been received • No other company offers this mix of service and product
