  2. 1) Secondment programme proposal • Following positive bilateral conversations Shelter Centre would like to present a secondment programme proposal • Shelter Centre has always worked with interns, which assume project responsibilities involving a broad skills base, including: • report writing • event management • training development • producing and illustrating technical manuals • information management, including websites • Former interns have gone on to work with agencies such as DFID, Medair, SCF, Terre des Hommes etc.

  3. 2) Benefits of the secondment programme Benefits to the host organisation: • cost effective • pre-trained entry level capacity • good regular availability • potential for internal career development • pre-screening may be handled by the seconders Benefits to the sector: • increase capacity through retaining shelter skills Benefits to secondee: • continuing career development

  4. 3) Profiles of secondees • Mainly architects, engineers, lawyers • Secondees will have private sector experience and may additionally have humanitarian experience, in the field or as an intern • Professional experience: • project management • budget management • event management • production reports • production of training • technical level guidance • website content • field experience

  6. 5) Conditions of secondment • Responsibilities to be agreed between the seconding agency and the hosting agency: • insurances • work permits • visas • Daily supplementary allowances • per diems • The costs of any of these activities and any other support provided by Shelter Centre must be included in secondment contract

  7. 6) Reporting and support • Responsibilities of the host agency: • The secondee will report to the host organisation directly • The host organisation bears full responsibility for the secondee, such as inclusion in security plans if deployed in the field • c

  8. 7) ProposedCosts • Included in this amount is all taxes, health insurance, pension contributions • The Shelter Centre basic fee is 1 month salary, covering: laptop, inoculations recommended by host agency, pre-screening, interviews, briefing and debriefing • c
