Regional Air Quality Council • Lead air quality planning agency for 7-county metro Denver region since 1989 • RAQC serves to develop effective air quality planning initiatives and outreach and education programs with input from local governments, the private sector, stakeholder groups, and citizens • RAQC has developed attainment and maintenance plans for CO, PM-10, ozone and implemented a host of public/private initiatives

  3. Diesel Stakeholder Work Group • Work Group formed in August 2001 • 10 meetings between October 2001and May 2002 • Participation by a wide range of stakeholders • Strong consensus for recommendations in the final report

  4. Work Group Objectives • Determine impact of diesel emissions on Denver area air quality • Review current Diesel I/M Program • Explore opportunities to advance clean diesel technology • Assess contribution of off-road diesel engines

  5. Diesel Air Quality Impacts • Diesel engines contribute to Denver area air quality problems • 10-16% primary PM-2.5 • 20-30% NOX emissions • 15-23% total PM-2.5 • 25-40% visibility impairment • Diesel emissions have public health consequences

  6. Final Recommendations • All recommendations compiled in report: Reducing Diesel Emissions in the Denver Region, available at www.raqc.org • Recommendations: • Diesel I/M Program • On-road diesel vehicles • Off-road diesel vehicles

Diesel I/M Program • Change in weight definition for HDDV • Increase model year exemptions to 4 years • Decrease test frequency to biennial testing for vehicles 10 years and newer beginning in 1995 • Require testing on vehicles routinely operated in program area • Testing protocols: allow SAE J1667 for 10 years and newer, require lugdown for vehicles older than 10 years, eliminate visual testing

Clean Air FleetsOutreach and Awareness Program Program Goals: • Encourage voluntary initiatives by on- and off-road diesel fleet operators to reduce emissions • Reduce diesel emissions by providing funding for retrofit and alternative fuel projects • Educate fleet operators on cost-effective maintenance to keep fleet running clean • Recognize fleet operators who undertake voluntary initiatives to reduce emissions

Clean Air FleetsClean Diesel Conference • Program officially launched at Denver’s Clean Diesel Conference on June 11 & 12 • nearly 100 fleet managers, transportation directors, local/state/federal government reps, etc. attended • Guest speakers from Diesel Technology Forum, Puget Sound Clean Air Agency, Fleetguard Emission Solutions, International, Wagner, and more

Clean Air FleetsRecognition Program • Recognize fleets that undertake voluntary measures to reduce emissions • Receive recognition at press conference, special awards ceremony; receive CAF decals, award, more • Company/City/County/School District submits application; reviewed and selected by the CAF Program Advisory Team • First “Clean Air Fleet” designation: NAPA Auto Parts

Clean Air FleetsEmission Reduction Funding Program • $100,000 for retrofit and emission reduction projects • 50% for truck fleets, 50% for school bus fleets • Funding sources: CMAQ, SEPs, CDPHE • Seeking additional funding from EPA’s Voluntary Diesel Retrofit Program, Clean School Bus USA Initiative, Toyota settlement, and other sources

Clean Air FleetsSchool Bus Fleet Outreach • Make special effort to educate school bus fleet operators on maintenance practices • Working with area transportation directors and fleet operators • Seeking additional funding for large, school bus retrofit and replacement program • Host workshop that will spend time focusing on school bus fleets – October 2003 • Conducted survey to gauge interest and gather demographical data

Recommendations for Non-Road Diesel Vehicles • Include off-road fleets in Clean Air Fleets program • Incentives to encourage the use of low sulfur fuel and other low-emitting fuels • Encourage best maintenance practices regarding engine maintenance, idling and use • Program for large-scale construction projects to encourage low-emitting technology
