Eastern Region NSDI Partner Meeting: Tennessee Report Dennis Pedersen Director, GIS Services
NSDI Partner Meeting Tennessee Report • State GIS Organizational Background • Current GIS efforts and activities • Issues and Future plans • State GIS Organizational Background
State GIS Organizational Structure • Federal – State GIS Users Group • OIR – GIS Services and the Information Systems Council • TNGIC – Tennessee Geographic Information Council • Meet all Nine coordinating criteria for 50 States Initiative
NSDI Partner Meeting Tennessee Report • State GIS Organizational Background • Current GIS efforts and activities • Issues and Future plans • Current GIS efforts and activities
Current GIS Efforts/Activities • Base Mapping Program • Enterprise GIS Developments • Data Maintenance Strategies
Milestones/AccomplishmentsA few quick facts: • Total cost: $28 million • $19 million (ortho, DTM, planimetrics) • $ 9 million (parcels) • Collaboration/Local partnerships • $5 million in contracts • 250 organizations in 54 counties • Leveraged existing data in 6 counties • Local GIS maintenance in 42 counties • No Federal funding
Current ActivitiesEnterprise GIS Development • Goals • Develop enterprise GIS infrastructure to provide public access to TNBMP data • Provide State agencies with option to publish data to enterprise GIS • Support vision of USGS’ National Map and NSDI • Identify data stewards, reduce or eliminate redundant GIS data collection
Current ActivitiesEnterprise GIS Development • The “Tennessee Map” (TNMap) • GeoPortal for accessing TNBMP data and State agency GIS data via web services, GIS applications, related GIS services, other GIS related info • Data Viewing Utility • Search for GIS data using Metadata explorer • Let’s take a look….
Current Activities:Ortho Maintenance • Wrapping up initial statewide production • Imagery is 7 years old in some counties • Population growth/development driving demand for new imagery • Need a plan for ortho imagery update/maintenance
Ortho Maintenance Pilot Program2007-2008 • FY07-08 Funding in place • Extend current contract from 10/07 to 10/08 and modify specs to emulate “Imagery for the Nation” and local requirements • Identify counties with significant growth, imagery that is outdated • Continue operating under current cost share model (75% State / 25% local)
FY08 Update - Dept. of Transportation • Aircraft capture analog aerial photography • Large scale engineering projects (site specific) • Right-of-way corridor studies • Regional planning efforts (1/4 of State annually) • Satisfy State/local needs, in step with IFTN, scheduled regional acquisition save $$$ • Planning to update current process/equip to create digital orthophotography • OIR-GIS and TDOT developing MOU for digital ortho maintenance
TDOT Federal State Sustainable Tennessee Ortho-Maintenance Program IFTN OIR-GIS Local Gov Future Current Aerial Surveys Standards/Funding T N B M P
Statewide Centerline Maint.– • Continuing development of enhanced street centerline (3 year contract w/ TeleAtlas) • Initial work will be complete by 1/1/08 • New contract with State Emergency Comm. Board to maintain data and provide to local E911 districts • Branded as “Tennessee Information for Public Safety” (TIPS) – NG911 • Developing process to consume local data from E911 districts • Examining role of TDOT
Statewide Parcel Maint.– • County Property Assessor (42 counties) • State Comptroller – Office of Local Gov. GIS (remaining 53 on annual basis) • Developing process to aggregate parcel updates (Data replication) into statewide geodatabase via web services • Facilitate Statewide CAMA project (IMPACT) • Facilitate State agency use of updated parcels • Transportation • Economic Development • Land Preservation

Issues and Future Plans– The “Tennessee Map” (TNMap) Rollout • Planned for 7/31/07 • Load data and establish web map services for imagery, other data • Complete GIS Data Inventory • Develop procedures and work with agencies to “publish” data to TNMap
Issues and Future Plans– Expand application dev. • Current production • Dept of Health – facilities mapping • Dept of Human Services – Child Care Locator • Dept of Revenue – Streamlined Sales Tax • Tennessee Bureau of Investigation - SOR • Projects in development or planned • Dept of Safety – Crash data/Testing Stations • TBI – Data Fusion • Secretary of State – HAVA (polling place)
Issues and Future Plans – GIS Training Program • Authorized ArcGIS I and II instructor • Completed first offering to State employees in March • Scheduled two additional classes for ’07 • ESRI on-site courses: • Building Geodatabases in January • Schedule others based on State employee input • Other GIS Training • FEMA Flood Map (DFIRM) training to local government officials
Issues and Future Plans– Support Fed Programs • FEMA Flood Map Modernization • Continue to provide TNBMP data • Production work ongoing • Saved TN $5M • Census TIGER Modernization • Provided centerline data for 72 counties • Submit remaining counties by 8/1/07 • TNBMP partnership resulting in $2 Million savings • In Kind Service – County Commission Districts reported as tabulation for 2010
Summary Issues for USGS • USGS Funding to support ongoing efforts • Imagery • Centerline • Elevation (LIDAR, contours) • Existing GIS organizational structure in TN • Current TN model is working (meet all 9 criteria), but doesn’t meet USGS prescription for council • Dedicated USGS liaison for Tennessee
Eastern Region NSDI:TN Conclusions • Initial production complete continuing to move forward • Leveraging State resources in support of TNM and NSDI • Need USGS support • Funding • Dedicated State liaison
