Aims The Leadership Development Framework will provide: • A systematic offering of leadership development opportunities which will support – • Existing programs • On the job experience • Individual study and reading • Professional dialogue with colleagues • A variety of meetings / conferences • Life long learning • A framework which leaders and aspiring leaders can use as a guide for developing leadership goals and Personal Professional Development Plans • Motivation and encouragement to participants in applying for formal positions of leadership Presentation prepared by Debbie Stabek ~ Ballarat Diocese

Underlying Principles The Leadership Development Framework will ~ • Be grounded in Catholic culture and experience • Emphasize reflective practice, drawing and building on the knowledge and experience of participants • Be grounded in good research and practice and an appropriate model of adult education • Support a culture of on going learning among adults in schools • Foster collegial interaction and peer support in learning • Encourage experimentation and application of learning through the assessment of options given. Underlying Principles • Allow flexibility in the choice of program modules across the dimensions and stages • Be accessible to members of school communities across the Diocese • Encourage the use of technology in the learning process, e.g. online learning • Provide certification of successful involvement in and completion of modules • Attract accreditation in postgraduate courses • Be subject to on going evaluation and review so as to ensure the quality and relevance of the program Presentation prepared by Debbie Stabek ~ Ballarat Diocese

  5. Framework Structure The Leadership Development Framework is based on four dimensions of Leadership • Faith / Religious Leadership • Educational Leadership • Administrative Leadership • Community / Pastoral Leadership Presentation prepared by Debbie Stabek ~ Ballarat Diocese

Framework Structure Continued The Leadership Framework is based on three indicative stages of leadership responsibility Stage 1 For Coordinators, especially those recently appointed, and for those aspiring to the role of coordinator Stage 2 For deputy principals, especially those recently appointed, and those aspiring to the role of deputy principal Stage 3 For newly appointed principals or for existing principals seeking refresher modules, and those aspiring to the role of principal Presentation prepared by Debbie Stabek ~ Ballarat Diocese

  7. Framework Structure Participants will have flexibility and choice within the Framework in constructing their learning pathways. Learning pathways can be based on leadership dimensions or leadership stages. • Each dimension will consist of 6 core modules and 3 elective modules • Each stage will consist of 8 core modules and 4 elective modules • A module will consist of 6 hours attendance at a seminar / workshop Presentation prepared by Debbie Stabek ~ Ballarat Diocese

MODULES • CORE MODULES ~ A wide menu of 24 core modules will be offered over time enabling participants to plan their long term access to and involvement in the Leadership Development Framework • ELECTIVE MODULES ~ A wide range of existing programs / seminars may be included as part of meeting the requirements of the Leadership Development Framework Presentation prepared by Debbie Stabek ~ Ballarat Diocese

  17. 4. Program Flexibility • Participants will have significant flexibility in determining their own pathways into and through the Framework Participants may select • Discrete module/s • Specific dimensions • Specific Stages Presentation prepared by Debbie Stabek ~ Ballarat Diocese

Certification • All participants will receive a record of attendance for each module participated in • Participants who complete 8 core modules and who complete additional written tasks associated with the modules could receive advanced standing of 2 units at Certificate or Masters levels. Certification • Participants who complete a stage, i.e. 8 core units and 4 electives and who meet the assessment requirements, will receive a Diocesan School Leadership Certificate Stage 1 / Stage 2 / Stage 3 • Participants who complete a dimension, i.e. 6 core units and 3 electives and who meet the assessment requirements will receive • A Diocesan Certificate in Faith / Religious Leadership • A Diocesan Certificate of Educational Leadership • A Diocesan Certificate of Administrative Leadership • A Diocesan Certificate of Community / Pastoral Leadership Presentation prepared by Debbie Stabek ~ Ballarat Diocese

  20. Advanced Standing for Tertiary Courses • Participants who complete 8 core units and meet the assessment requirements will be able to apply for advanced standing for Certificate and Masters Courses in the A.C.U. School of Education Presentation prepared by Debbie Stabek ~ Ballarat Diocese

  21. Assessment • The assessment requirements for participants who are seeking a Diocesan Certificate are the completion of a piece of reflective writing of 750 words per module. This task is meant to demonstrate transfer of learning to the work situation. • The assessment requirements for those participants seeking advanced standing are the completion of a 1500 word assignment per core model.   22. Access • Modules will be offered in various centres around the Diocese on a cyclical basis. They may be offered in school or out of school time as:- • Whole day workshops • Sessional workshops • 2 x 3 hours • 3 x 2 hours • Block Offerings • e.g. 2 / 3 modules in successive days Presentation prepared by Debbie Stabek ~ Ballarat Diocese

  23. Presenters • Each core module will be designed and delivered by a panel consisting of CEO / REC and school personnel • Organizers who seek prior accreditation of a seminar / workshop / conference to be part of the Leadership Development Framework will need to ensure that the activity is in line with the underlying principles and is orientated to leadership.   24. Quality Control • The design, implementation, monitoring and evaluation of the leadership Development Framework will be oversighted by a committee comprising principals and staff from the C.E.O. and R.E.C. Presentation prepared by Debbie Stabek ~ Ballarat Diocese

  25. Implementation • There will be an initial trial of some modules later in 2004 • The Leadership Development Framework will be officially launched in 2005, and will be progressively implemented over subsequent years Presentation prepared by Debbie Stabek ~ Ballarat Diocese
