Rolling Stock/Non-Rolling Stock Assets - In General • Invitation For Bids (IFBs) • 14-0091 (Non-Rolling Stock) • 14-0092 (Rolling Stock) • Offer of a Usable Property Term Sale • Government determines property to be sold • Two-Step Process • Step 1 - Request For Technical Proposal (RFTP) • Step 2 – Invitation For Bid (IFB) to Technically Qualified

Rolling Stock/Non-Rolling Stock Assets - In General • RFTP • Demonstrates overall understanding to compliantly perform the terms of the contract • Identifies performance capabilities to comply with contract requirements • Addresses logistics of handling and transporting property • Shows understanding of property assurance requirements • Reflects ability to meet reporting requirements • Includes specific requirements for organization and format provided in RFTP • Does not include bid pricing information • Government panel reviews and makes determination • Determination of Acceptable/Unacceptable made based on information in RFTP • Clarifications may be required during the review process • Government will notify firms of determination • Technical Proposal plans become binding

Rolling Stock/Non-Rolling Stock Assets – In General • Invitation For Bids (IFBs) and Resulting Contracts: • Offered only to those found technically qualified • Bids due by a specific date and time • $100,000 bid deposit must accompany bid • Two year performance period • Government may offer up to four 1 year extension options • Property located in CONUS to include Alaska, Hawaii, Guam and Puerto Rico (Virgin Islands) • Option to include OCONUS locations • Receipt In Place (RIP) property will be offered • $500,000 payment deposit is due within 10 days of award • A $4.5M Financial Guarantee Bond is due within 10 days of award

Rolling Stock/Non-Rolling Stock Assets – In General Invitation For Bids (IFBs) and Resulting Contracts……. • Trade Security Control clearance required prior to award • Contractor’s resale buyer’s Trade Security Control Clearance • Contractor personnel must pass security clearance • Pre-Award survey of Contractor’s facilities to be conducted • 6-Month Phase-In period offered • Title to property passes at time of delivery • Contractor must remove property within 10 business days • No Culling • Certain removals may be extended to 75 days with Government approval • Government Owned Material Handling Equipment (MHE) not provided

Rolling Stock/Non-Rolling Stock Assets – In General • Invitation For Bids (IFBs) and Resulting Contracts……. • Statement of Account • Monthly Up-Front Payment • Monthly Back-End Payment • Property assurance responsibilities required – De-incentives apply • Do-Not-Sell List and DEMIL Code Changes • Contractor must develop a Quarantine Tool • Government may request return of property • Contractor assistance required for Government investigations • Contractor must post property on eFAS • Government required reports

Key Elements – Rolling Stock Assets Sale 14-0092 Rolling Stock: Ground related, self-propelled wheeled and track mounted vehicles (such as passenger motor vehicles, trucks and dozers) and trailers (such as semi-trailers, cargo trailers and special purpose trailers). • Bid Percentage: Share of Gross Revenue as Assets Resold • Resell within 120 days of issue • Contractor Loads at RIPs • Government Loads at D2 and Non-D2 Sites • Government personnel right to inspect at Contractor’s facilities • DEMIL Code A, Q, and F • No Government Provided Staging Area
