List Certification Criteria for List Administrators • A certification program administered by the USPS National Customer Support Center • Certified List Administrators are posted on RIBBS and represent trusted sources for quality data processing and list rentals • A Certified List Administrator • Leverages best practices in address quality • Performs both a pre-mailing and a post-mailing move update process • Can include a number of solutions such as NCOALink, OneCodeACS, and timely updates from the Corrective Action Required List (CARL)

List Certification Criteria for Addresses • Must have all required elements present • Sufficient for exact matches to the AMS database • DPV return code of ‘Y’ • ‘S’ or ‘D’ are not sufficient • All address elements are converted using LACSLink data • A pre-mailing Move Update is applied every 30 days to the name and address • Certified List Administrators take proactive measures to ensure addresses integrity is maintained through all downstream processes

List Certification – Validation of Addresses • Intelligent Mail Barcode is crucial • Business Entity Identifier is leveraged to determine source of the certified address • Addresses denoted as sourced from a Certified List Administrator require less comprehensive validation • Risk-based verification for the USPS • Certified addresses are stored in an escrow at the Certified List Administrator’s site • Provides an opportunity for the “whole mailing defense” – comprehensive proof that the addresses are complete, correct, and current

List Certification – The Post-Mailing Update • Suspect UAA SHA values are stored in a Corrective Action Required List for dynamic updating to all certified list administrators • Only stored if a occurrence threshold is met • PARS and possibly FSS are sources for this data • The SHA value is an exact representation of the address in question. It includes: • Name exactly as it is presented • All presented address elements • DPBC if present • Only Certified List Administrators will have access to the SHA values stored in CARL

Post-mailing Update – Continued • Certified List Administrators download the CARL SHA values and compare the SHA values with their own escrowed SHA lists • Any matches indicate an address that is suspect UAA and requires some form of update or possible removal (example: a deceased individual) • Update of address using CARL data would constitute a pre-mailing or post-mailing activity for the certification criteria • Only SHA values of actual UAA will be stored in CARL

  7. Next Steps for the Workgroup • The workgroup report is being prepared • Contains information from subgroup meetings • Includes numerous scenarios for how the List Certification process would handle common UAA • The workgroup will have several teleconferences over the next 30 days and plan on concluding in June • The final report will be presented to the MTAC leadership by the end of June
