Stage 1The Speical Learner’s Permit Recommendations for Eligibility • 16 years of age • Parent/Guardian written consent • Pass written and vision tests • Complete Behind-the-Wheel training through an approved program to receive a validated permit from MVC for at least 6 months of supervised driving This is called the Early Bird Road Licensing System

Stage 1The Special Learner’s Permit Recommended Components • In possession of Learner’s Permit • Supervised at all times by a licensed driver who is at least 21, and has had their license for at least 3 years. License must be from NJ. • Driving hours are restricted to 5:01 am to 11:00 pm • Driver and all passengers are required to wear seat belts

  4. The Special Learners PermitNew GDL Law*Established May 1, 2010* • Limit of one passenger regardless of family affiliation. • Excludes the permit holder’s dependents. • Display the red sticker on license plates. *All Drivers Under 21 must Display*

  5. Stage 2Provisional LicenseNew Name (Probationary License) Recommendations for Eligibility • 17 years of age • Complete at least 6 months of supervised driving • Successfully complete Stage 1 • Pass Road Test prior to driving unsupervised

  6. Stage 2Provisional License New Name (Probationary License) Recommended Components • Driving hours are restricted to 5:01 am to 11:00pm. • No Driving from 11:01 pm – 5:00 am. • Complete at least one year of unsupervised driving. • Driver and all passengers are required to wear seat belts.

Probationary LicenseNew GDL Law*Established May 1, 2010* • Limit of one passenger regardless of family affiliation, UNLESS a parent/guardian is in the vehicle. • Excludes the permit holder’s dependents. • Display the red sticker on license plates *All Drivers Under 21 must Display* • No driving between 11:01pm – 5:00am. • Waiver available for employment and religious activities and/or emergency situations.

  8. Violation of GDL Laws Violating any of the restrictions of the GDL Permit or Probationary License will result in a: $100 Fine for each penalty

  9. Stage 3Basic Drivers License Recommendations for Eligibility • 18 years of age • Successfully complete Stage 2 • Go to MVC for new license.

  10. What if You Are 17?Examination Permit Recommendations for Eligibility • 17 years of age • Pass written and vision tests • Go to MVC for permit. No Behind the Wheel needed. • This is called the Young Adult Road Licensing System

What if You Are 17?Examination Permit Recommended Components • Practice supervised driving for at least 6 months • Driving hours are restricted to 5:01 am to 11:00pm. • Supervised at all times by a licensed driver who is at least 21, and has had their license for at least 3 years. License must be from NJ. • Passenger rule is the same as special learners permit. • Get your Provisional License and practice unsupervised driving for 1 year (with same restrictions)

  13. What if You Are 21 or Older?Examination Permit Recommended Components • Practice supervised driving for at least 3 months (no restrictions) • Pass road test • NO DRIVING HOUR RESTRICTIONS • Get your Provisional License and practice unsupervised driving for 1 year. (no restrictions)

So What is the Purpose??? • “A teen with a new driver’s license needs time and guidance to gain driving experience and skills in reduced-risk settings.” With the GDL System… • The introduction to driving privileges is gradual, so that new drivers can obtain sufficient instruction and driving experience.

  15. Is it Really Working??? • According to the U.S. Department of Transportation: • In 2004, 14% of all drivers involved in fatal crashes were between the ages of 15 and 20. (3,620) • HOWEVER, this group represents only 6.6% of the driving population. • The #1 cause of death for 16-24 year olds is related to driving collisions.

  16. Is it Really Working??? • Most crashes caused by teens occur between the hours of 10:00 pm and midnight. • Although young drivers do only 20% of their driving at night, 50% of their fatalities occur at night. - National Transportation Safety Board - Insurance Information Institute

  17. Is it Really Working??? • “A study released in July 2006 found that GDL programs can reduce the incidence of fatal crashes for 16-year old drivers by an average of 11%.” • “Every evaluation of a state’s GDL system has identified crash reductions, some as high as 60%.”
