GSFC Industry Assistance Office (IAO) • Goddard’s performance against small business goals is driven largely by support service contracts. • Potential Challenges for FY 13 at GSFC: • Loss of small business dollars due to recertification during contract and the requirement for a bridge contract with the incumbent. Examples include: • Mechanical Systems Engineering Services (MSES) IIA Bridge; and • Wallops Institutional Consolidated Contract (WICC)

FY2012 Subcontract Performance • NASA Subcontracting Goal is 36% • Not all Subcontract Summary Reports have been approved • Current FY2012 Performance is 42%, which represents: • $4.8 billion in prime contracts • $2 billion in subcontracts to small business • OSBP is now responsible for all eSRS inputs (ISRs & SSRs)

White House Action Items • Hold Prime Contractors accountable for meeting Subcontracting Goals • Monthly phone calls and Quarterly White House meetings have resumed • White House Asks: • Senior Management Support • Small Business goals in Performance Plan • Administrator’s letter dated October 10, 2012 • Set-aside Multiple Award Contracts for small businesses • Simplified Acquisition Procedures (SAP) • All procurements between 3K and 150K • NASA at ≈ 65% • Government average at 61%

Importance of Small Business at NASA: Baseline Performance Review (BPR) NASA has BPRs each month to track Program and Mission Support Performance Administrator Added Small Business Presentations Two Centers every other month Must be made by Center or Deputy Center Director Brief contains current metrics, Small Business Strengths and Challenges, Top Three Procurements and progress on Small Business Improvement Plan Ad hoc Question asked by the Associate Administrator Presentations have increased Senior Leadership Visibility into the program
