FY14 Acquisition Initiatives • Continued goal of reducing transaction costs • Establishment of Core requirements in lieu of IDIQ, where appropriate • Reduction in number of IDIQ tasks • Use of fixed fee in lieu of CPAF for services, where appropriate • Reduced amount of proposal data (focus on major discriminators) • Use of streamlined evaluation criteria (e.g., Price/Past Performance Trade-off), where appropriate • Focus on acquisition leadtimes • Agency metrics to be established/tracked in above areas • Achievement of Small Business Goals • Center overall SB goal for FY14 of 22.1% • Emphasis on WOSB, SDVOSB, Hubzone • New metrics for SB participation in Simplified Acquisitions

FY14 Acquisition initiatives • Strategic Sourcing Initiative • Use of designated sources • Initial focus on commodities, other repetitive buys • Paperless Contracting Initiative • FY14 focus on planning and conducting inventory of existing capabilities • Contract Closeout Initiative • Establish consistent Agency procedures • Reduce leadtime for closeout and final payment
