EEA legislation and its impact on local authorities - areas identified and one case • producer of general services • as owners of companies, material values and estates • as purchaser (public procurement) • as employer • as society builders and democratic level • state aid rules - case: social differentiated security tax in Norway

  4. Producer of general services • Technical areas as water, sewer and drain management, sanitation. Example is the directive of water resource management • education at primary and secondary level - linked to the activity of european co-operation projects in the sector - Lisbon-process • health services, infrastructure etc. • Schengen aquis also apply for local and reg.

  5. As owners of companies, material values and estates • Restructuring processes in regional and local sector are effected through estblishment of new companies and new competition • state aid rules are important for local and regional public sector - how these rules also imply in municipalities

  6. As purchaser • Local and regional authorities have to follow the regulations on public procurement • In Norway this created a a very complicated reality, this has changed with the implementation of a new act in 2001 on public purchase • these regulations has also given the local authorities better economy

  7. As employer • Impact on main tariff agreements which have been adjusted due to new directives such as part-time working directive and others. • Borderline between tariff agreements and competition rules etc.

  8. As society builders • Participation in different EU/EEA programmes - local and regional business development projects • Interreg, cultural and educatioanl programmes • Agenda 21 (Oslo as European sustainable city in 2003) • others

  9. State aid rules • Case: differentiated social security contribution in Norway • background • EFTA-court decision • necessary changes • new scheme and implications for local and regional authorities

Future challenges for local and regional authorities • How to stimulate the political debate and the involvement on local and regional level concerning their participation in the Future of Europe • How to secure a better participation in the decission processes • These issues are continuously discussed in the Convention

What have we done so far in Norway ? • European Policy Platform from the Government • Working group submitted a report on better co-operation between local and regional authorities - 22 new measures proposed to strengthen the information, dialogue and involvement of local and regional authorithies when it comes to EU and EEA matters
