Public Higher Education Empowerment & Innovation Act • If passed, most significant legislation since Rockefeller created SUNY • Authorizes Trustees to set differential tuition rates at SO campuses • Between campuses/sectors • Between academic programs • Eliminates regulation in many areas • But requires more detail revenue & expenditure reporting

SIRIS Phase I • SUNY ID: Tracking students mission critical • Campus must capture & report data needed to assign the SUNY ID (see Appendix P) • Full name • Former names • Gender • Birth date • SSN • Former colleges • High School (CEEB Code) & Year of Graduation • K-12 ID (New York HS students) • Campus ID • SUNY ID

  5. SIRIS Phase I All campuses must implement Phase I (Course, Student, Term/Section & Degree) by fall 2010 to meet new federal race/ethnicity reporting timeline!

  6. SIRIS Phase II • Financial Aid & Bursar Submissions • Letter to president Jan 15, 2010 • Calculator Deadline Nov 2011 • Developed centrally • Some local customization • Three working groups • Fin Aid Directors • Bursars • Admissions/Enrollment Mgrs

  7. SIRIS • Due dates would be impacted by PHEEIA • Current frequency of data submissions • Applicant (?) • Bursar (semi annual) • Course (as needed) • Degree (annual) • Financial Aid (annual) • Student (EOT each term/Early fall & spring) • Term/Section (each term)

P-20 • All states building P-20 longitudinal data systems • Combines K-12 & Higher Ed unit records • Includes State Student ID • Estimated Cost: lots of $ • $13MM annual maintenance cost • Linked with DOL • Requires SUNY to build SIRIS Phase II • Nat’l Student Clearinghouse tracked 2006 HS class • 67% graduated from HS • 82% of graduates entered higher ed (58% in public institutions)

  10. Emerging Issues • What do we report as campus enrollment? • College in the high school students? • Distance learning students? • Overseas students?

  11. Emerging Issues • Student mobility • New trustee resolution • Common courses in major to use same name • GE & LD courses in major to be added to Course • Working on new website for students

  12. Emerging Issues • Enrollment planning at SO campuses • Consider marginal revenue & cost impacts in enrollment management decisions

Emerging Issues • Mid-year change to NYSED-1 (Admissions due Dec 15) • New categories: • New York High School Diploma • Other U.S. High School Diploma • Foreign Credential • High School Equivalency Diploma • No Credential • Unknown Credential • Change also reflected in graduation/persistence survey (NYSED 2.9)
