  4. Hurricane Andrew Forced the Question • No Emergency Management Standard • What defines Emergency Management? • Congress asked a simple question: What is Emergency Management?

  5. Why the National Fire Protection Association (NFPA) • Founded in 1896 • Quincy, Massachusetts • 81,000 Members • www.nfpa.org • An International Codes and Standards Organization

  6. NFPA: The standards Making Process • More than just “fire” – “Life Safety” • Voluntary Consensus Standards • Overseen by ANSI • No “NFPA 1600 Cops” • No power to police or enforce compliance • Two types of documents • Recommended Practice “should” • Standard “shall”

  7. American National Standards Institute (ANSI) • Standards are developed through a consensus standards development process approved by the ANSI. • Through ANSI, NFPA 1600 was vetted with over 2,000 organizations. • Resource for voluntary application.

  8. The NFPA Disaster Management Committee • Established by the NFPA Standards Council in January 1991 • Given the responsibility for developing documents relating to preparedness for, response to, and recovery from disaster resulting from natural, human, or technological events.

Technical Committee • Technical Committee on Disaster Management • New Technical Committee on Emergency Management and Business Continuity, committee expanded from 30 members to 36 members to include critical infrastructure. • 35 TC Members (Only 2 are Fire Service) • 10 Alternate TC Members • 6 Non-voting TC Members

Note for Special Experts (SE) Section III.C.5 of the Ethics Policy in the NFPA Directory. • Directs Committee members to declare their interest representation if it is other than their official designation as shown on the Committee roster (a SE is representing another interest category on a particular subject). • If such a situation exists on a specific issue, the Committee member shall declare those interests to the Committee, and refrain from voting on any proposal or other matter relating to those issues.

NFPA 1600 - Process • Step 1: Call for Proposals • Document is entered into revision cycle • Call for Proposals is published. • Step 2: Report on Proposal (ROP) • Committee meets act on proposals, own proposal, prepare report. • Committee votes by written ballot Proposals. • Report on Proposals (ROP) is published for public review and comment. • Step 3: Report on Comments (ROC) • Committee meets to act on each public comment • Committee votes on comments by written ballot • Report on Comments (ROC) is published for public review.

NFPA 1600 - Process • Step 4: Technical Report Session (TRS) • Notices of intent to make a motion • Consent Documents (No Certified Motions bypass (TRS) • NFPA Membership Meets “Certified Amending Motions”. • Committee votes on any amendments to report approved at NFPA membership meeting. • Step 5: Standards Council Issuance • Appeals to NFPA Standards Council on Association action must be filed within 20 days of the Annual Meeting • Standards Council hearing of appeals. • Standards Council issue or other action (early 2011)

  17. NFPA 1600 Standard • The Foundation of sound Emergency Management and Business Continuity Programs. • Designed as a high level programmatic approach emphasizing 15 functional elements and performance outcomes.

History of The Standard • 1991 – NFPA established the Disaster Management Committee • 1995 – Recommended Practice Published • 2000 – Approved as an American National Standard • 2004 – 2nd Edition of the Standard Approved • 2004 – Recommended to the 9-11 Commission as the National Preparedness Standard for the Private Sector • 2004 – Endorsed by the Department of Homeland Security for all Businesses as a Voluntary Standard • 2007 – 3rd Edition of the Standard Approved

  19. JULY 22ND 9/11 COMMISSION REPORT • “We endorse the American National Standards Institute recommended standard (NFPA) 1600 for private preparedness.” • “We were encouraged by Secretary Tom Ridge’s praise of the standard, and urge the Department of Homeland Security to promote its adoption.”

  21. Chapter 1 Administration • 1.1 Scope. This standard establishes a common set of criteria for disaster/emergency management and business continuity programs hereinafter referred to as the program. • 1.2 Purpose. This standard shall provide disaster and emergency management and business continuity programs, the criteria to assess current programs or to develop, implement and maintain aspects for prevention, mitigation, preparation, response to and recovery from emergencies. • 1.3 Application. This document shall apply to both public and private programs.

Activities taken to reduce the severity or consequences of an emergency. • 3.3.12 Prevention. Activities to avoid an incident or to stop an emergency from occurring.

  24. The Word “Prevention” • The 2007 edition identifies prevention as a distinct aspect of the program, in addition to the other four phases. • Doing so brings the standard into alignment with related international disciplines and practices of risk management, security, and loss prevention.
