NIMS Resolution • The NIMS resolution for OCPR is mandated by DHS: Ensure common and proven incident management doctrine, practices and principles are used to plan for, protect against, respond to, and recover from emergency incidents and planned events; Maintain response operation capable of expanding to meet escalating situation and the ability to integrate resources; Order and track assets using common resource typing and definitions, and draw on mutual aid agreements for additional assistance;

NIMS Resolution Conduct situational assessments and establish the appropriate ICS organizational structure to effectively manage the incident; Establish communication processes, procedures, and protocols that will ensure effective interoperability communications and EOC’s This was completed by all parish governments in 2007 through-out the state.

Operational Security • This briefing contains exercise and operational material that must be safeguarded. • The materials in this briefing are categorized as “For Official Use Only (FOUO).” FOUO: Information that has not been given a security classification pursuant to the criteria of an Executive Order, but which may be withheld from the public because disclosure would cause a foreseeable harm to an interest protected by one or more FOIA Exemptions.

Exercise Purpose • To provide OCPR management an opportunity to evaluate current response concepts, plans, and capabilities for a response to a levee districts in: • South Lafourche and Terrebonne Parishes. • The focus will be on local OCPR personnel command, control, and coordination, critical decisions, notifications, and the integration of resources.

  7. Exercise Scope • Emphasize the role of the OCPR personnel and State agencies in response to a levee breech, and examine the processes and decision making involved therein. • Command – roles & responsibilities within OCPR • Control – timely decision-making realistic approach • Coordination – resources( personnel, supplies, equipment)

  8. Target Capabilities • Capabilities provide the foundation for development of the exercise objectives and scenario. These capabilities have been selected from the priority capabilities identified in OCPR’s Multi-Year Training and Exercise Plan. • Emergency Public Information and Warning • Emergency Operations Center Management • Public Safety and Response

Exercise Objectives • Determine strengths and weaknesses in current plan governing on-scene command and control, the EOC, and coordination and integration of response resources within the OCPR. • Review plans for internal and external communications and notifications levee perimeter control, staging of resources, and Incident Command Post in South Lafourche and Terrebonne levee districts.

  10. Exercise Objectives • Assess the adequacy of agency plans for interface with and use of Army Corp of Engineers, Levee Districts and Emergency Management offices as well as Media outlets for Public Service Announcements (PSA). • Review plans to provide information to the leadership at OCPR to changes and updates of ERP.
