PURPOSE • The purpose of this plan is to provide a framework of actions necessary for emergency operations in response and coordination to a large earthquake or any catastrophic incidents involved with hazardous substances and/or oil releases in the Wasatch Seismic Zone located in Utah. Threat Response Assets Support for On-Scene Coordinators • 1 National and 10 Regional Response “Teams”; over 250 On-Scene Coordinators in the 10 Regions • Federal Special Teams under the NCP, including: • EPA’s Environmental Response Team (46 people in 3 locations, 2 Trace Atmospheric Gas Analyzer vans) • EPA’s Radiological Emergency Response Team (RERT) (25+ people in 2 locations, scanning vehicles, mobile labs) • Other Federal Special Teams (e.g. USCG Strike Teams) • Immediate Access to Emergency Response Contractors • 20+ contracts provide immediate access to field technical expertise & services, over 25,000 contractors • 25 contracts for cleanup personnel, equipment, and services • Transportation and disposal of hazardous wastes • Four Special Teams that provide scientific and technical support

EPA “Special Teams” • Radiological Emergency Response Team (RERT) -Technical advice / assistance for containment, clean- up, restoration, & recovery for a radiological event - Advice on protective measures - health and safety - Assessments of dose and impact - Monitoring, sampling, laboratory analyses & data assessments - Limited Level A capabilities • National Decontamination Team (NDT) • Technical resource for decontamination science; support actions that contribute to protection of human health, the environment, and national security • Provides unique, immediate response capabilities support decon activities related to chemical, biological, and radiological events • Provides expertise in radiological, chemical, and biological decontamination (for buildings, transportation, agriculture, food, open space)

Environmental Response Team (ERT) • Provides experienced technical and logistical assistance in responding to environmental emergencies • Emergency response, site characterization and assessment, verification, cleanup, and disposal of radiologically contaminated wastes or release events • Response capabilities include: • Air Monitoring • Alpha, Beta, Gamma, Neutron Detection and Quantification • Clean-Up Verification or Final Status Surveys (MARSSIM) • Contamination Containment • Disposal Option Determination • Environmental Monitoring and Sampling Design and Implementation • Isotopic Characterization • Decontamination 13
