Capacity Building Task Force on Trade, Environment and Development Phase II • Concept note – key points • Substantial replenishment + experience makes larger projects possible • Focus on the Doha work programme • New partners, especially at the regional level • Close coordination with WTO technical assistance • To enable countries to capture “win-win” opportunities of globalization Economics and Trade Branch

Capacity Building Task Force on Trade, Environment and Development Phase II • Main themes • Designing trade and environment policies for poverty alleviation • Integrated assessment of trade liberalization • Trade in environmentally preferable products • Enhancing synergies between MEAs and WTO • Subsidy reform for market access and the environment Economics and Trade Branch

Capacity Building Task Force on Trade, Environment and Development Phase II • Stronger emphasis on: • Engaging regional economic and environmental cooperation/integration bodies, research and training institutes • Sequencing activities and targeting the entire policy cycle, from identifying policy needs through to implementation • Developing long-term, integrated programmes, complementary to others’ TA and CB • Assistance to LDCs, including in project preparation Economics and Trade Branch

  6. Actions for Governments –to design activities to meet needs Make evaluation of key trade and environment issues at national level, their overlaps, your priorities and policy making needs. Address this in task in a multistakeholder, participatory mode, with all relevant ministries Make the most of existing capacity – seek it out Policy research institutes, business in the key trade sectors, and NGOs are all valuable partners Economics and Trade Branch
