This initiative aims to enhance the efficiency of local highway jurisdictions by implementing performance measures in the Road and Street Finance Report. A comprehensive study will evaluate the success of jurisdictions in improving 1/20th of paved roads yearly. The Local Highway Efficiency Summit will gather legislators and officials to discuss best practices and collaborative solutions. Key measures will include new road and bridge construction, maintenance, and gravel road grading. The goal is to identify improvements in efficiency and cost-effectiveness across 30-35 jurisdictions.

Local Efficiency Study • Sample 30-35 Local Highway jurisdictions • Adjust average costs to reflect regional differences and local standards • Calculate 1/20th of paved miles for each of the study jurisdictions • Develop a matrix that lists OPR projects and the number of miles completed for each jurisdiction • Prepare case studies to explain why jurisdictions achieved their results • Develop a list of the options that might be further evaluated for possible improvements in efficiency and cost effectiveness LHTAC
