Enhancing Local Highway Efficiency: Reporting, Evaluation, and Collaborative Solutions

This initiative aims to enhance the efficiency of local highway jurisdictions by implementing performance measures in the Road and Street Finance Report. A comprehensive study will evaluate the success of jurisdictions in improving 1/20th of paved roads yearly. The Local Highway Efficiency Summit will gather legislators and officials to discuss best practices and collaborative solutions. Key measures will include new road and bridge construction, maintenance, and gravel road grading. The goal is to identify improvements in efficiency and cost-effectiveness across 30-35 jurisdictions.

LOCAL HIGHWAY JURISDICTION EFFICIENCY • Add Reporting/Performance measures to the Road and Street Finance Report • Undertake a study to evaluate how well a sample of local highway jurisdictions achieve the goal of addressing 1/20th of paved roads • Hold a Local Highway Efficiency Summit in September LHTAC

Local Highway Reporting/Performance Measures • Overall goal-improve 1/20th of the local paved highway system each year • New Road Construction- Measure: lane miles constructed • New Bridge Construction- Measure: square feet of deck • Road Reconstruction- Measure: lane miles reconstructed • Maintenance, Chip Seal- Measure: lane miles chip sealed • Maintenance, Seal Coat- Measure: lane miles of seal coat • Maintenance, patching-Measure: square feet patched • Gravel Road Grading-Measure: lane miles graded LHTAC

Local Efficiency Study • Sample 30-35 Local Highway jurisdictions • Adjust average costs to reflect regional differences and local standards • Calculate 1/20th of paved miles for each of the study jurisdictions • Develop a matrix that lists OPR projects and the number of miles completed for each jurisdiction • Prepare case studies to explain why jurisdictions achieved their results • Develop a list of the options that might be further evaluated for possible improvements in efficiency and cost effectiveness LHTAC

Local Highway Efficiency Summit • Held in September or October • Invite legislators and highway officials from cities, counties and highway districts • Organize sessions to discuss ways to improve efficiency • Joint agreement procedures • Shared purchasing and equipment options • Personnel and training LHTAC
