  3. The time is ripe International pressure • WSSD big showcase opportunity • International funding opportunities Local pressure • Greater awareness now of sustainability issues and links to health and savings • LA 21 gaining momentum • IDP imminent • Housing policy move towards quality housing

Current initiatives Characteristics • Programmatic / outside intervention • Areas:housing, transport, renewable energy options, green buildings, public lighting • Innovation • Determined by perceived priority problems Examples • SEED programme • Cities for climate change – ICLEI • IIEC / Peer Africa

  5. Barriers • Lack of skilled personnel • Knowledge of sustainable development • Integration /multi skilled • Practicalities of energy efficiency • Poor enabling environment • Institutional • Policy • Financing and incentives • Have to balance other pressing social development issues

  6. What can the PPC do? • Political support for local level energy efficiency initiatives • Substance support • Incentives • Information • Skills transfer Possibly through either • An agency or trust, • an intergovernmental/interdepartmental body or • the DME
