NEPA • First laws ever written for protecting the environment. • assure that all branches of government give proper consideration to the environment. • promote informed decision-making by federal agencies by making "detailed information concerning significant environmental impacts" available to both agency leaders and the public.

NEPA • NEPA’s procedural requirements apply to all federal agencies in the executive branch. • Environmental Assessments (EAs) and Environmental Impact Statements (EISs) • EA and EIS are documents required by NEPA. • EA determines whether EIS is required. • EIS is a tool for decision-making; EIS describes the positive and negative environment effects of proposed agency action.
