Accessing Data in the NDW
The NPIRS initiative has progressively enhanced direct user access to National and Area-level data since Fall 2006. Collaborating with key programs, the initiative develops data marts under the General Data Mart framework, allowing super-users to access comprehensive datasets. Access policies are set by the NPIRS Investment Sponsor and delegated to authorized personnel, ensuring compliance with HIPAA and other regulations. Requests for complex reports or analyses require funding, while the focus remains on providing efficient access and pre-structured reports tailored to various programs and disciplines.

User Access to NDW Data We have been progressively expanding direct user access to Area and National-level data in close collaboration with the NPIRS ‘Investment Sponsor,’ Dr. Richard Church. • Since Fall 2006 a small but increasing number of users have had direct access to NDW data thru the General Data Mart (Division of Program Statistics, Area Statistical Officers, the Epi and Diabetes Programs). • IHPES has begun developing data marts in collaboration with various HQ programs (Public Health Nursing, Patient Education, Environmental Health, CMS Measures, Dental, Woman’s Health, Behavioral Health, etc.).

NPIRS Organizational Architecture • Underlying NDW database, technical infrastructure, general user data marts • Primary responsibility – OIT • ETL, staging and target tables, administrative and lookup tables • General Data Mart (GDM) - contains a full spectrum of current data • Workload/User Pop data mart • Provides data to populate the the more targeted data marts, supports environment • Users of this component are the “super-users” of the GDM and those that develop and maintain the additional data marts
NPIRS Organizational Architecture • “Component-ized” targeted data marts • Primary responsibility – programs, disciplines, organizational units • OIT may “host” the infrastructure, provides the security protocols, etc. • Very specific, limited subsets of data • Emphasis on search efficiency • Main focus are pre-structured reports • Users of this component are the programs, disciplines, organizational units
Who Decides Who Has Access? • The NPIRS Investment sponsor (Director, OPHS) sets access policy on behalf of the Director, IHS. • Dr. Church has, in turn, delegated the following authorities: • Director, Division of Program Statistics – National level data • Area Statistical Officers – their Area’s data • Division of Epidemiology & DP – National level data • Dr. Church grants access for General Data Mart users to either National level or Area level data, as appropriate • Dr. Church has also approved IHS Offices to build data marts to provide them with program specific data and information (e.g., PHN, Dental, ORYX, CMS Measures, Immunizations, etc.)
Accompanying Responsibilities • All who have been delegated authority to access specific data in NPIRS have also been delegated commensurate responsibility to assure compliance with: • HIPAA • Privacy Act • IRB regulations • Any other applicable regulations (e.g. FISMA, etc.) • This includes their, as well as any subsequent derivative use of the data they obtain.
