Education and Training • AIM To promote excellence in the field of education and training in strict collaboration with the industry, ETC, MCAST and the University of Malta. • TARGET BICC shall promote training programmes in the following fields: • Masons • Road Design • Concrete Technology • Stone Preservation • Diploma in Middle Management • 3D ACAD Design • Rubble Wall Technology • Other areas to be identified by BICC.

  8. Continuing Professional Development • AIM To advocate the concept of CPD and prepare focus oriented programmes (6 hour based). • TARGET • Structural Detailing and Formwork erection. Basic rules. • Why Buildings Fail? Case Studies. • Health and Safety Coordination in line with OHSA legislation. • Structural Design Example of 7 storey development built on clay (BICC) • Other topics identified by BICC.

  9. MEPA • AIM To act as an interface between MEPA and the building industry • TARGETS • To set up MEPA Technical Committee which shall review the operations of MEPA as well as emerging planning/ environmental policies. This Committee shall liaise with the individual entities within BICC to capture their opinion. The Committee shall also make formal recommendations to enable onward transmission to Government/ MEPA.

  10. Health and Safety • AIM To create health and safety awareness in the local building industry • TARGETS • To set up HSA Technical Committee which shall recommend to the BICC Board a detailed strategy. – HOWEVER, IN THE INTERIM: • Promote specific good practice programmes in the field of excavation and demolition • Promote the Health and Safety Card which has already targeted over 500 participants, outlining basic health and safety skills. • Resume with the Health and Safety Tour. • T-Shirt Campaign “Sahhtek l- Ewwel” • Promote the concept of Risk Assessment in line with active Health and Safety Legislation. • Prepare Health and Safety Report, highlighting health and safety issues and outline recommendations. • PR Strategy

State of Industry Report • AIM To provide all stakeholders with an annaul snapshot of the state of the industry • TARGETS • Annual Report which with a focus on the following objectives. • Economic criteria • Malta Environment and Planning Authority • Housing • Non-residential building • Infrastructure • Materials and products • Quarry industry • Consultants • Prices and costs • Capacity • Surveys and opinion polls • Details of actual start-up of projects

  12. Property Market • AIM To make recommendations to government aimed to stimulate the property market • TARGETS • To set up Property Market Technical Committee which shall monitor the emerging market trends and make formal recommendations to enable onward transmission to Government. • To monitor the progress and provide BICC with bi annual reviews.

  13. European Union • AIM To keep the industry abreast with all EU related matters. • TARGETS • To set up EU Technical Committee which shall guide the BICC in EU related matters. • To identify opportunities which are deemed of direct relevance to the building industry

  14. Excavation and Demolition – amendments to legislation • AIM To promote health and safety awareness in the field of excavation/demolition operations • TARGETS • Excavation Technical Committee to finalize recommendations outlining proposed amendments to current civil code legislation. • BICC to promote good building guides. (already available) • Specific good practice programmes in the field of excavation and demolition targeted for contractors and periti.

  15. Public Private Partnership • AIM To make formal recommendations to government, outlining objectives and merits for specific projects • TARGETS • Bahar ic-Caghaq Camp Site • OTHER Projects to be identified by BICC in consultation with Government

  16. Construction Products Directive &BUILDING REGULATIONS • AIM To work in strict liaison with MSA and BCID and keep the industry updated with emerging legislation. • TARGETS • To set up a BICC technical/advisory committee which shall keep the industry abreast with all related developments in the field of legislation. • To review the draft SANITARY REGULATIONS. • To review FIRE SAFETY GUIDELINES. (6 month review)

BICC Publications • AIM To provide the industry with state of the art publications relating to the industry • TARGETS • INNOVA MAGAZINE • AESTHETICS AND DESIGN • SEJJIEH PUBLICATION • IL-BENNEJ 2005 • BICC CPD HANDBOOK 2005 • BUILDING GUIDES (3 during 2005) • NEWSPAPER ARTICLES (MONTHLY) • www.bicc.gov.mt

  18. Energy Directive • AIM To help the industry align itself with the emerging Energy Directives. • TARGETS • Local buildings shall be subject to Directive 2002/91/EC on the energy performance of buildings which shall come into effect by 4 January 2006 • BICC shall set up a technical committee which shall focus on practical technical measures which can be adopted in the local scenario for new and existing buildings. This will involve the input of  MRA, MSA and BCID, supported by technical people, which BICC can identify.

  19. Research • AIM To advocate research and Development and set up on line research centre in strict liaison with UOM. • TARGETS • To set up BICC R&D Committee which shall focus on research initatitives. • To promote the BICC library, especially with students. • Setting up of online research centre, which would include research dissertations (Engineering). • INNOVA PUBLICATION. (Quarterly)

  20. BICC Communications Coordination • AIM To set up Communications Unit within BICC which shall be responsible for the coordination and dissemination of information.
