  8. Projected Annual Savings $46 million Approved projects are estimated to save: • 247 million kWh • 1.6 million therms • 81,000 gallons of propane • 149,000 gallons of fuel oil (as of 06.27.2016)

  13. Guideline Revisions Posted June 27, 2016

  14. Major Changes to the Savings-to-Investment Ratio (SIR) • Reduced the minimum SIR from 1.05 to 1.01. 2) Changed the maintenance savings assumption for energy efficiency measures. Increased the annual maintenance cost savings from 2% to 3% of the measure cost.

  15. SIR Substantive Changes Savings to Investment Ratio (SIR) = 1.01 • The SIR is calculated based on net present value of savings divided by project installation cost SIR = Net Present Value of Savings Project Installation Cost

SIR Substantive Changes Net Present Value of Savings (Numerator): Maintenance Savings Definition: • Maintenance Savings is the total maintenance cost savings calculated from all measures. • Maintenance cost savings for each measure is equal to 3% of the measure cost on an annual basis. Energy Cost Savings + Maintenance Savings

  17. SIR Substantive Changes LEAs with Annual Zero-Net-Energy School Sites New Definition: Changed the definition from all school sites within an LEA to a school site. LEAs with school sites that are zero net energy can submit an Energy Expenditure Plan demonstrating how the proposed measures comply with PRC 26206 (c). The LEA must describe its methodology for determining the energy cost savings.

  18. Power Purchase Agreement (PPA) Substantive Change Revised PPA, Terms and Conditions #3 to remove system size limit. Removed the requirement that clean generation projects shall be sized to reduce up to 70% of the kWh energy consumption at a school site.

  22. Substantive Changes Cost-Effectiveness Determination. Savings-to-Investment Ratio (SIR) • LEAs with “First Preference” Power Rates: Added an option for LEAs located in Calaveras, Tuolumne and Trinity counties to use an alternative electric rate to meet the cost effectiveness determination requirement, Savings-to-Investment Ratio.
