14. Partnering with state agencies PENNVEST has a history of working with other state and local entities to maximize resources and improve water quality. DCNR, DEP, and DCED are a strong partner in the development of traditional and alternative solutions to water quality issues impacting local communities.

Technical requirements • Design completion • Identified problem with alternatives that have been analyzed – so that it is clear that the proposed project is the best use of funds and will work! • Site specific plans – consult with PENNVEST and PADEP for what is appropriate for various types of projects • Plan and profile drawings • Clear description of WHAT is being done and HOW. • Implementation plan • Clear construction schedule • Permits in hand before application • Plans for inspections during and after construction • Operation and maintenance provisions • Environmental review • Requirements vary – consult with PADEP

NPS – Financial Capability Criteria Based upon the land owner / benefactor capacity Factors considered: Private For Profit – Revenues, available funds and the impact of debt service Governmental and Not For Profit – Unrestricted cash and investments, operating expenses and cash flow as related to debt service.
