  2. Birth, Death and Marriage Registration Acts • Bengal Birth and Death Registration Act, 1873; • Local Govt. Ordinance, 1976 and Paurashava Ordinance, 1977; • Local Govt. Ordinance, 1979 and Paurashava Ordinance, 1983; • NICAR Decision 1983 • Birth and Death Registration Act, 2004 • Birth and Death Registration Act, 2013 • Marriage and Divorce Registration Act, 1974

Bengal Birth and Death Registration Act, 1873 Sanitary Inspectors of the Directorate of Health Services and the Chairmen of Pourashavas as registrars of births and deaths in rural and urban areas respectively. Local Govt. Ordinance,1976 and Pourasha Ordinance, 1977 Registration of births and deaths is one of the compulsory functions of Union Parishads and Pourashavas within their respective areas But the functions of registration of births and deaths under the Local Government laws being contrary to the provisions of the Bengal Births and Deaths Registration Act., 1873 of which the Ministry of Health is the administrative Ministry, could not be undertaken by Union Parishads and Pourashavas under the Local Government laws referred to above. Local Government Ordinance, 1979 and 1983 To overcome this legal problem, the Bengal Births and Deaths Registration Act, 1873 was amended in 1979; The Chairmen of Union Parishads and Pourashavas and Chairmen of Cantonment Boards were made Registrars of Births and Deaths; The Chairmen and Mayors of Chittagong and Dhaka municipal corporation were made registrars as per local govt. ordinance 1983.

NICAR Decision: (NICAR) decided in 1983 to entrust the responsibility for registration of births and deaths with the Upazila statistical Officer (Thana Statistical officer) of Bangladesh Bureau of Statistics (BBS); Birth and Death Registration Act, 2004 Birth and Death registration act is again amended in 2004 for proper coordination; Chairman of union parisad or his representative at union level, mayor of municipality/ city corporation or his representative or any councilor approved by mayor at municipality/city corporation level, president of cantonment board or any person approved by him and ambassador/ high commissioner or any person approved by him/her in foreign offices of Bangladesh are made birth and death registrars. Birth and Death Registration: Present Scenario • Appointment of a Registrar General is under process ; • Establishment of office of registrar is under process; • Hopefully this might accelerate the speed of birth and death registration and • Might help to shape up civil registration system in Bangladesh.

Roles, Responsibilities involved in collecting, maintaining, compiling and disseminating VS • Only BBS can collect, process and generate statistics according to Statistical Act, 2013; • BBS has been collecting information on vital events on sample basis since 1980 and producing and disseminating vital statistics every year; • It has been using Chandra-Shekaran and Deming dual record system in order to generate VS • At present VS is available at national level with urban rural break-up and sub national break-up; • VS Reports are published every year through dissemination seminar/workshop; • Web version of VS report is also available.

Topics and Themes Covered by BBS for Producing VS • Household and Population characteristics :Household listing schedule(Schedule-1),household and Individual module(schedule-2) • Fertility :Birth schedule(Schedule-3) • Mortality through death schedule(schedul-4) • Marriage through Marriage questionnaire(schedul-5) • Divorce/ Separation through Divorce questionnaire(schedul-6) • In-migration through questionnaire on In-migration(schedul-7) • Out-migration using questionnaire on out-migration(schedul-8) • Use of contraception: Contraceptive schedule(schedul-9) • HIV/AIDS through schedule -11.

  8. Way Forward: VS • Online data entry at field level; • Timely dissemination of data; • Dissemination seminar at sub national level; • Ensuring the use of ICD-10 code to identify the cause of death properly; • BBS should set up independent wing for producing vital statistics and • Should ensure sustainability for producing VS.
