CHIME StateNet 2010 • Online tools: • Information repository regarding HIEs, RECs, Grants, etc. • Meant to be a resource for StateNet members to gain access to source documents and summaries about complex programs and regulations surrounding HITECH / ARRA • Listserves • A dedicated listserv for every state so that members could communicate via email

CHIME StateNet 2010 • In late 2010 StateNet organized two working groups: an HIE Workgroup and REC Workgroup • Produced “guiding principles” to address challenges associated with HIE sustainability, governance, and technical implementation • Produced “guiding principles” to address challenges associated with REC enrollment, funding and workforce

  7. CHIME StateNet 2010 • Early investments in technology and resource gathering were important but under-used • Lack of value proposition • Lack of fresh content or reasons to revisit site • Lack of stakeholders involved with or aware of StateNet

CIO Coordinator Goals & Objectives • Identify all the hospital CIOs in your state, developing a contact list to discuss statewide health IT initiatives, plans, concerns, ideas, rumors, etc • Establish regular contact with a representative from your state hospital association (SHA) and identify committee(s) involvement. • Forge relationships with your state HIT Coordinator to introduce StateNet. • Establish a mutually agreed upon Timeline for accomplishment of the above goals. CHIME StateNet 2011 StateNet Mission: Foster statewide coalitions charged with advancing and standardizing the adoption of health information technology and health information exchange.

THSA Organizational Background Created in 2007 by the Texas Legislature through House Bill 1066 Public-private partnership, legally structured as a nonprofit corporation, to promote and coordinate the development of HIE in Texas Governed by a 13-member Board of Directors appointed by the Governor with advice and consent of the Texas Senate

  14. Approach to Statewide HIE GOAL Enable improvements in the quality and efficiency of the Texas health care sector by enabling HIE infrastructure for the state. OBJECTIVE Deliver private, secure, and reliable HIE services to all Texas patients and providers through local HIE networks where the capacity exists and through Health Information Service Providers (HISPs) where it does not. STRATEGIES • Local HIE Grant Program • White Space Coverage • General State-Level Operations

Local HIE Grant Program $19.5 million Local HIE Grant Program to support new or expanding HIE initiatives by partially funding planning, development, and operations of local HIE networks Administered by HHSC 16 HIEs funded through this program HIEs committed to connect 80-90% of all hospitals and physicians in Texas Significant local accountability

  16. White Space Strategy Qualify HISPs to support hospitals and physicians located in areas without a local HIE or the “White Space” in Texas. HISPs will provide lite HIE connectivity services, including clinical summary exchange and electronic lab results delivery. $2 million in total funds is available to support the White Space strategy. All HISPs will be eligible to receive a subsidized payment from Texas hospitals and eligible physicians located in the identified White Space counties.

CHIME StateNet 2012 and beyond… • How to keep content fresh, information up-to-date? • How to drive meaningful conversation and engage important stakeholders? • How to translate online membership into offline action? A number of organizational issues will accompany the new platform, however, this audience is in a unique position to understand those issues. Additionally, CHIME has committed to further staff StateNet in order to help CIO Coordinators and StateNet members with informational needs and engagement resources.

CHIME StateNet 2012 and beyond… • How to keep content fresh, information up-to-date? • CHIME Will: • Provide bi-weekly Tip Sheets with adaptable discussion points • Write a weekly blog on StateWatch about a timely topic • Seed discussions and provide other information through the StateNet forum

CHIME StateNet 2012 and beyond… • How to keep content fresh, information up-to-date? • CIO Coordinators Objectives: • Make platform primary means of “news sharing” and “commenting” to HIT colleagues • Listserves will no longer be supported • Produce 2 articles per year based on timely and relevant events in your state; • Articles can be reproduced from other articles written • CHIME will support CIO Coordinators to develop ideas • Help CIO Coordinators identify other StateNet stakeholders to write one or both of the yearly articles

CHIME StateNet 2012 and beyond… • How to drive meaningful conversation and engage important stakeholders? • CHIME Will: • CHIME provide CIO Coordinators with current member lists in their states as well as outreach templates to initiate contact. • Provide “What is StateNet” handouts and starter PowerPoints • Work with CIO Coordinators (or their designees) one-on-one to identify online community building strategies

StateNet Mission: Foster statewide coalitions charged with advancing and standardizing the adoption of health information technology and health information exchange. Coordinators As Conveners • Translating online activity to offline activity will need: • A defined and agreed upon mission • Goals that garner consensus among a majority of stakeholders • Regular offline meetings that can be supplemented by 24/7 online conversation; conversation that is actionable
