The New Proposal • Pay closer to market • Allow progression in grade range without going through legislative increase process • Periodic market adjustments to structure though legislative process • Career development increments to assure that progression through range is not automatic tenure-based

The New Proposal • Jobs---but fewer of them (500-600) • Grades---but narrower (30% to 50%) • Steps---but based on performance and career development milestones rather than seniority (8-5 steps per grade) • Jobs assigned to grades---but classification and grade midpoints more closely aligned with market
