  3. ISO • ISO (International Organization for Standardization) is the world's largest developer and publisher of International Standards. • Standards are technical documents which provide rules, guidelines or characteristics for varying activities.

  4. ISO An International Standard is the result of an agreement between the member bodies of ISO. (Jamaica is a member body) ISO enables a consensus to be reached among stakeholders on standards that meet both the requirements of business and the broader needs of society.

ISO & BSJ • Jamaica through the Bureau of Standards Jamaica (BSJ) is a member of the International Organization for Standardization (ISO) and participates in several ISO committees for the purpose of reviewing standards. • One such committee is ISO/IEC Joint Technical Committee1 (JTC 1) Information Technology

  6. ISO & BSJ • The BSJ will be seeking stakeholder input in commenting on ISO/IEC JTC1 Standards through the formation of the Information and Communication Technical Committee

Standardization stakeholders The main groups of stakeholders involved in standards development work through technical committees are as follows: 1) Industry and industry/trade associations 2) Science and academia 3) Consumers and consumer associations 4) Governments and regulators 5) Societal and other interests

  8. How are ISO standards developed? ISO standards are developed according to the following principles: • VoluntaryInternational standardization is market driven and therefore based on voluntary involvement of all interests in the market-place.

  9. How are ISO standards developed? • Industry wideGlobal solutions to satisfy industries and customers worldwide. • ConsensusThe views of all stakeholders are taken into account: manufacturers, vendors and users, consumer groups, etc.

  10. Stages of the development of International Standards • International Standards are developed by ISO technical committees (TC) and subcommittees (SC) by a six-step process: • Stage 1: Proposal stage • Stage 2: Preparatory stage • Stage 3: Committee stage • Stage 4: Enquiry stage

  11. Stages of the development of International Standards Stage 5: Approval stage • The Final Draft International Standard (FDIS) is circulated to all ISO member bodies by the ISO Central Secretariat for a final Yes/No vote within a period of two months.

Stages of the development of International Standards Stage 5: Approval stage • The text is approved as an International Standard if a two-thirds majority of the P-members of the TC/SC is in favour and not more than one-quarter of the total number of votes cast are negative. If this approval criteria are not met, the standard is referred back to the originating TC/SC for reconsideration.

  13. Stages of the development of International Standards • Stage 6: Publication stage • Review of International Standards (Confirmation, Revision, Withdrawal) All International Standards are reviewed at the least three years after publication and every five years after the first review.

  14. Fast Track Procedure • If a document with a certain degree of maturity is available at the start of a standardization project, for example a standard developed by another organization, it is possible to omit certain stages. In the so-called "Fast-track procedure“.

  15. Scope of JTC 1 • Standardization in the field of Information Technology. Note: Information Technology includes the specification, design and development of systems and tools dealing with the capture, representation, processing, security, transfer, interchange, presentation, management, organization, storage and retrieval of information.

  22. Mission Statement of JTC 1 Develop, maintain, promote and facilitate IT standards required by global markets meeting business and user requirements concerning: • design and development of IT systems and tools

  25. JTC 1 At A Glance • Membership JTC 1 members are National Bodies. There are 40 Participating (P) Members and 42 Observers (O) Members. Other organizations participate as Liaison Members. There are 14 Liaison members Internal to ISO and IEC, and 22 External Liaison members.

  26. JTC 1 At A Glance • Meetings JTC 1 holds Plenary meetings once every twelve months.

  27. JTC 1 At A Glance • Products The final product of the work conducted within JTC 1 is the published international standard. In 1997 there were 112 international standards published within JTC 1. In 1998 there were 140 and in 1999 there were 145 published.  In 2000 there were 148 and in 2001 there were 106 published.

  28. JTC 1 At A Glance • Experts There are approximately 2100 technical experts from around the world that work within JTC 1.

JTC 1 Principles • JTC 1 standards development will be conducted with full attention to a strong business-like approach (e.g., cost effective, short development times, market-oriented results). • JTC 1 will provide a wide range of quality products and services, within its scope and mission, to cover identified global needs.

JTC 1 Principles • The JTC 1 community will actively promote the use of its products and services and the timely implmentation of JTC 1 standards within the form of useful products on a worldwide basis. • JTC 1 will ensure that its user needs including multicultural requirements, are fully met, such that its products and services promote international trade.

JTC 1 Principles • JTC 1 recognizes the value of the work of other organizations and the contribution they make to international IT standardization and will complement existing and forthcoming JTC 1 programs through other leading edge activity with the objective of providing the best standards worldwide. • JTC 1 will provide a standards development environment which attracts technical experts and users having identified standardization needs.
