  2. Peak Funding Initiative Disclaimer The following does not represent decisions made by the participants ofthe Peak Initiative but rather what will be proposed by the sub-groups to the Initiative Work Group at its upcoming meeting

Peak Funding Initiative • Peak Funding Group (PFG) consists of four sub-groups: Technical / Scope, Legal, Cost Allocation and Outreach • Technical / Scope sub group: • Peak Reliability’s Core Functions and Services fall into three buckets: • core functions identified in the standards which includes interchange administrator • non-core functions that are of benefit to the members of Peak such as training • voluntary activities such as providing daily study services such as the Idaho model • First two buckets would be paid through assessments • Third bucket would be separate individual agreements between Peak Reliability and the requestor of services

Peak Funding Initiative • Legal work group: • has developed an initial draft contract without details; need output from Technical /Scope and Cost Allocation work groups • Funding agreement anticipated to be between Peak and the Balancing Authorities to minimize number of signatories • Cost allocation work group: • objectives is to minimize “free riders” • All who participate in Peak Reliability should pay something • Based upon the performance of Peak Reliability, there should be on-ramps and off-ramps • payment of fines; will be a joint effort with the Legal work group; anticipate socialization of Peak fines

Peak Funding Initiative • Outreach: • calendar of events on the webpage (peakrc.com) • Update report after each Peak Funding Initiative meeting • Next meeting of the PFG is April 9th • Registered entities are encouraged to participate in the process • Outreach is to present to various groups, obtain feedback and provide responses to questions • Anticipate creating a FAQ sheet

Peak Funding Initiative • Liaison has been established where your questions can be sent Russ Noble at Rnoble@cowlitzpud.org • Questions will be routed to the appropriate sub work group for a response • Pursuant to the Peak Bylaws, approval of the bilateral agreement will require the BOD to approve and put forth to the Peak membership for their vote • Membership vote will require a majority in each Class (1-5) and a majority of classes to vote in support
