    2. OBJETIVOS DE LA REGULACIN Defender e incentivar la competencia. Potenciar los mecanismos de mercado, corrigiendo los posibles fallos. Sustituir la misma, estableciendo de modo adecuado los incentivos para las actividades reguladas.

    3. Razones legales para la regulacin de la distribucin y transporte de electricidad Caracterizacin como servicio pblico a la actividad. Existencia de elementos de monopolio natural. Por ello: La actividad debe ser Regulada. La regulacin implica la fijacin de tarifas y el control de la calidad.
