WHO MAY ENTER THE INTERIOR OF THE JAIL AND CONDITIONS FOR SUCH ENTRANCE. • Members of the local governing bodies which participate in the funding. • Agents of the State Board of Corrections • Department of Corrections staff and state and local health department staff subject to the standards promulgated pursuant to §53.1-68 A and B (i.e., standards relating to health inspections and jail certifications).

WHO MAY ENTER THE INTERIOR OF THE JAIL AND CONDITIONS FOR SUCH ENTRANCE. • Attorneys to confer with their clients and witnesses. • Except for the announced or unannounced inspections authorized pursuant to §53.1-68, the sheriff, jail administrator or other person in charge of the facility shall prescribe the time and conditions under which attorneys and other persons may enter the local correctional facility for which he is responsible. • Any person seeking to enter the interior of the jail shall be subject to a search of his person and effects.

  4. REASONS FOR CONDUCTING PERSONAL SEARCHES • To prevent the introduction of contraband • To prevent trafficking, theft, and waste • To protect inmates from themselves • To prevent health hazards

  5. TIMES WHEN PERSONAL SEARCHES MAY BE DONE • Initial booking • Exit/return of inmates to the jail • Contact visits • Routine spot checks • Emergency situations

  6. GENERAL CONDITIONS THAT SHOULD EXIST WHEN DOING A PERSONAL SEARCH • Done out of sight of other persons, when practicable • Performed by a person of the same sex as the person being searched • All newly received prisoners remain cuffed until their pockets are emptied

  7. GENERAL CONDITIONS THAT SHOULD EXIST WHEN DOING A PERSONAL SEARCH • All coats, sweaters or other outer garments removed • Combative prisoners placed on wall search position.

  8. GENERAL GUIDELINES FOR PERSONAL SEARCHES • Be systematic • Be thorough • Be objective

  9. GENERAL GUIDELINES FOR PERSONAL SEARCHES If personal searches are performed correctly: • Jail security is maintained • Disciplinary control is maintained • Contraband is prevented or reduced

  10. TYPES OF PERSONAL SEARCHES Cursory search - also called a "frisk" or "pat-down." • This is a patting down of the outer clothing, attempting to uncover any concealed weapons. Clothed search • This is a much more detailed search, covering every inch of the person.

  11. TYPES OF PERSONAL SEARCHES Strip search • The person removes all of his clothing and is viewed by the officer.

  12. REQUIREMENTS FOR A BODY CAVITY SEARCH • This type of search would be done when it is suspected that a person has secreted contraband in a body opening. • This type search can only be done by medically trained personnel.

  13. SEQUENCE OF STEPS FOR A STRIP SEARCH Begin by having all clothing removed Begin the search at the inmate's head. (He/she should be facing you.) • Check hair • Examine the mouth, nose, and ears.

  14. SEQUENCE OF STEPS FOR A STRIP SEARCH • Examine arms. • Examine upper torso. • Examine genital area. • Examine legs and have the toes spread.

  15. SEQUENCE OF STEPS FOR A STRIP SEARCH Have the inmate turn facing away from you. • Check neck. • Examine torso. • Examine legs and feet • Examine buttocks area.

  16. DOCUMENT ALL CONTRABAND FOUND • File a written report with your supervisor. • Tag the contraband. • Proceed according to jail policies and procedures.

  17. DOCUMENT ALL CONTRABAND FOUND Discovering a weapon during a search—If found during a visual inspection • Have the suspect go to a cuffing position. • Have the suspect turn and face away from you.

  18. DOCUMENT ALL CONTRABAND FOUND • Approach with caution and take the weapon and make it safe. • Handcuff or restrain the suspect.

  19. DOCUMENT ALL CONTRABAND FOUND If found during a pat-down or frisk search • Take the weapon from the subject • Have the subject remain in the pat-down or frisk search position

  20. DOCUMENT ALL CONTRABAND FOUND • Move back a safe distance and make the weapon safe. • Handcuff or restrain the suspect.
