  4. Sequestration: • Still trying to determine impact • Must maintain quality • Going to impact children/families served • Send a message • % of cut yet to be finalized

FY 2014 President’s Budget • Four core components: • grants to states to expand pre-k programs for 4 YO • expansion of HS for children aged 0-4 • additional funding for the development of EHS and Child Care partnerships • The plan expands voluntary home visiting programs that offer parents education and support, because parents are children's first teachers and central to their children's development (An additional $11 billion over the next 10 years).

FY 2014 President’s Budget For FY 2014, the plan, as reflected in the President’s budget released April 10th, • $9.61 billion for Head Start and Early Head Start • $8.19 billion is for section 640 of the Head Start Act and $25 million is for DRS • $1.43 billion will fund expansion of EHS services, conversion of HS services to EHS services, and for discretionary grants for high quality infant and toddler care through EHS – CC partnerships.

  7. 75 Billion Pre-K Program (10 yrs): • Goal is to enable every American 4-year-old to attend a quality preschool program • The Administration proposes a new partnership with states that would provide universal, high-quality, full-day preschool for 4-year olds from low- and moderate-income families, up to 200 percent of the poverty line. • This expansion builds on a close partnership with the Department of Health and Human Services (HHS).

FY 2014 President’s Budget • Begin work with President and policymakers on Capitol Hill to ensure that any new programs serving children are a high-quality two-generation, intensive and comprehensive for children and their parents and it targets our neediest families. • With 28 million lives impacted over 40 plus years, Head Start has demonstrated quality, experience, and success, and are uniquely qualified to offer our ideas on providing services to at-risk children and families.

  10. Reauthorization 2012 • Likely not going to happen in 2013 • Atmosphere of Congress • Likely will be discussion this summer • Begin writing a draft • My best guess– Late 2013/2014- I recently heard 2015

  11. DRS- Cohort I & II • Cohort I: • Bigger Grantees divided • Most kept grants • Few still in negotiations • Cohort II • Many CLASS related Likely any changes will be done through Re-Authorization.

  14. Immigration • Majority of Americans reject mass deportation • Most immigrants have made a home in the United States • Immigrants are all over USA. Unfriendly laws do not equate to “self-deport”

Immigrants are a net gain for our economy • $1.5 trillion—$contributed to GDP over 10 years with a comprehensive immigration reform plan that includes legalization for all undocumented immigrants currently living in the United States. • $11.2 billion—The amount of money households headed by unauthorized immigrants paid in taxes in 2010 (local/state) • $4.5 billion to $5.4 billion—The amount of net tax revenue that would accrue to federal government over 3 years if all undocumented immigrants currently living in the US were legalized.

In contrast… • $2.6 trillion—$ that would evaporate from U.S. GDP over 10 years if all undocumented immigrants were deported or “self-deport.” • $285 billion—The cost of removing the entire undocumented population from the US over a 5 yr period, including continued border- and interior-enforcement efforts. • $23,482—The cost of apprehending, detaining, processing, and transporting one individual in deportation proceedings.

So what does the future hold? • Great Opportunities • Partnerships • Impacting lives of young children (0-3) and their families • Change • More 0-3 year olds • DRS • Overall- I think the future is bright for Head Start– we are the proven model of success. We know it works!! We always rise to the level of expectation!!!
