Our key messages today will be: • Funding Limitations: overall levels of funding will be less in the future • The Service Models have been changing for the last few years • Overall demand continues to increase • New and/or increased demand in more complex areas of care provision • There are opportunities for modernising, flexible and good value providers working flexibly in partnership We want to hear from leaders and managers. What support can we offer you ?

  3. Driven by Government Policies • Personalisation • Social Capital (Big Society) • Quality and Safeguarding • These policies mean: • People remaining in their own homes for longer • A need for more complex bed based care

  4. Bed based care • The consequence of people staying in their homes for longer means that bed based care is becoming focused on more vulnerable and complex people • Dementia • Nursing • Complex needs • People who challenge traditional services

  5. Financial challenge – headlines • Increasing demand for services • ASC can not continue to do everything it currently does: • Day-to-day budget realignment and savings (overall levels of funding reducing) • Strategic reviews of in-house services (what does ESCC need to continue providing?) • Implementation of commissioning and procurement strategies • Working in partnership with providers • 2011/12 ASC budget -£166.7m (2.1% reduction of £3.5m) • Similar position for 2012/13 • ESCC committed to delivering savings of £100m by 2014/15 • CSR – Reduced funding to LA’s of 22% in cash terms by 2014/15

  6. The Price ESCC pays for care services will reflect a number of dynamics • We assess the needs of people within the eligibility criteria • What people tell us about how they want their needs met • Value for money and service effectiveness at meeting outcomes • What the market provides

In 2011/12 there was no inflationary increase apart from for Care Home Providers which was a 0.5 % increase. • Consideration of Value for money and effectiveness of services is more important in current financial situation. • Discussions with RCA as to whether a longer term agreement can be put in place. • Providers do face financial pressures e.g. National Minimum Wage increases. • Benchmarking evidence suggests ESCC pay a reasonable price for most services • If there is a decision to pay more it will be based on market analysis and be evidenced based

  8. How an we work together to reduce the impact:Workforce DevelopmentNo charge on the training provided to Care Home providers by East Sussex County Council (ESCC). There is a good dialogue between ESCC and the Care Home Providers and that training and workforce development is a high prioritySupply Chain Developments The work that the Council has in place to work with providers to reduce costs in the supply chaina) ESCC working with Kent County Council regarding reducing the energy related costs of running a care home.b) Solar Panelsc) Reducing Utility billsThe consortium has received some example gas/electricity bills that the Service Placement Team arranged with three Care Home Providers. The outcome will be reported in the next couple of weeks.

Next Steps .. • We really want to work actively in partnership with you: • Work towards everyone's expectations to be in the same area • Where we can all demonstrate best value for money • We all need a more flexible approach to be able to respond to where the demand is coming from and in line with peoples (service user) changing expectations. • We know the difficult market conditions: • This is a financially challenging time for LA’s and Providers • It is really important we work together • We expect the a more fluid market as some providers may decide to leave the market • With new entrants into the market place
