State of Good Repair funds • Consolidated funding applications • New requirement: Must provide a table of organization and contact information for boards/supervisor • Year-end Reports all in, 21 complete • CTAA Institute on Transportation Coordination coming to Iowa – Goal of May 2011

  15. Compliance Reviews • Nine compliance reviews conducted in 2010: • Region 2 • Region 9 • Region 12 • Region 14 • Region 15 • Region 16 • Burlington • Mason City • Ottumwa

  16. “Common” ComplianceReview Findings • General ADA Q21: System information (such as brochures, schedules, etc.) must be made available in accessible formats to persons with visual impairments. Ex. Audio, Braille, large print versions • General ADA Q33: Systems must make accommodations for persons with hearing or speech impairments at your meetings, such as providing a signer or other accommodation. Requirement of advance notice suggested.

  17. “Common” ComplianceReview Findings • Procurement Q1, 2, & 3: Transit systems must have an adopted written code of ethics or standard of conduct to govern the activities of employees, board members, or agents involved in procurements financed with FTA funds. • Must detail penalties, sanctions, or disciplinary actions that shall be taken for violations. • Must be explicit with regard to how potential personal conflicts are to be reported and how situation will be resolved.

  18. “Common” ComplianceReview Findings • Financial Q21: Transit system must have a written policy describing the public comment process on increases in the basic fare structure and on major service reductions. • Any increase in fares (even of $0.01) must go through public comment process. • Transit system defines what is ‘major’ service reduction to trigger public comment.

  19. “Common” ComplianceReview Findings • Management Q15: Transit systems must notify the public of their rights under Title VI. • Through measures including, but not limited to, the agency’s website. • Include statement that the agency operates without regard to race, color, and national origin. • Describe the procedures a member of the public should follow to request additional information. • Describe procedures the public should follow to file a discrimination complaint.

  20. Compliance Reviews – Who’s Next? Promised 2 Compliance Reviews per Quarter (8 per Year) in 2008 State Management Review: • Region 1 • Region 10 • Marshalltown • Fort Dodge • Region 5 • Region 4 • Region 8 • Region 13 • Kristin will be in touch to schedule reviews in 2011.

  21. School Bus & Charter Regulations • Charter and School Rules changed in 2008 – please ensure you’re following the current rules • Be aware that the public is watching and is rule-savvy • Complaints made to FTA about an Iowa transit system in October 2010 – Investigation is underway

Open to the Public Review • OPT Conducted Telephone Greeting Survey, July 2010 • Ensure transit system telephone greeting makes it clear that the service is open to the public • Does not refer to any particular clientele or group • Applies to contractors or other sites taking calls and scheduling rides, too • Saying “Meals on Wheels” only is not okay – “Meals on Wheels and Public Transit” is fine • Will conduct survey annually • Findings: 3 subcontractors referred only to clientele, not public transit

  23. Customer Service Review • OPT Conducted Paratransit Wait Time Survey, July 2010 • Checked for length of time it took to reach a live person with whom a ride could be scheduled • Wait time should not be excessive and phones should be covered during breaks and vacations • Findings: One small urban transit system did not have phones covered, sending calls to voicemail

PTP Process • Added requirement of Limited English Proficiency (LEP) analysis • Required as a response to a finding in the Iowa DOT OPT’s 2008 State Management Review • Will be required as part of update/full report cycle due next Spring, then with every full report thereafter • Specifically, “Include an analysis of the region’s limited English proficient (LEP) population, i.e. concentrated areas where LEP persons live, work, attend school, etc. Identify the LEP population’s needs to ensure meaningful access to passenger transportation programs and activities…”

  25. PTP Process, con’t. • New Freedom and JARC projects must be detailed specifically in the PTP • Projects must be listed in the year of funding • i.e. Project applications submitted in May 2011 for FY2012 funding need to be listed in FY2012 of the PTP (and TIP)

FMCSA/FTA Collaboration • Public Transit Vehicles operated by a recipient of FTA 5307, 5310, and/or 5311 funding not required to carry minimum FMCSA insurance (in effect since 1995) • If crossing state lines, must carry amount of state with highest minimum • Motor Vehicle Enforcement may not be aware of insurance differences

FMCSA/FTA Collaboration • Committee of FMCSA/FTA suggests carrying a laminated card in each public transit vehicle to show Motor Vehicle Enforcement: • Transit Agency Public Transit Vehicle • Operated by Contractor (if applicable) • Under a grant from the Federal Transit Administration Section 5307, 5310, and/or 5311 Program • For information contact: Transit Manager, Transit Agency – 555.123.4567 or Iowa DOT Office of Public Transit – 515.233.7870 • OPT may take lead to create/distribute

USDOT Numbers • Iowa requirement for display of USDOT numbers has still not taken effect while issues are resolved • Once in effect, governmental agencies operating public transit vehicles will not need USDOT numbers • Non-governmental transit agencies will need numbers • Contractors using public transit vehicles will need own USDOT numbers

USDOT Numbers • Because OPT does require vehicles to be rotated for maximum usage, magnetic signs will be permitted • Contractors, non-governmental transit agencies would need to comply with 49 CFR regulations regarding hours of service • OPT will notify the transit agencies as to when these rules will be in effect

Iowa Comprehensive Heart Disease and Stroke Plan 2010-2014 • The IHC (Iowa Healthcare Collaborative) has created a “task force” consisting of members from various organizations within the state. 6 lead organizations have been designated , one of which is the Iowa DOT. • Mission Statement: To increase the quality and years of healthy life for Iowans through the reductions of the morbidity and mortality of cardiovascular disease. • Iowa DOT Goal: By 12/30/12 - develop strategies to increase the number of rural Iowans served and rides provided to health care delivery organizations

Task Force Transportation Strategies 1) Support ongoing initiatives of the Iowa Department of Public Health (IDPH) and the Iowa Department of Transportation (DOT) as described in Healthy Iowans 2010, Access Chapter, and Goal 1-10. (create a state wide network of primary care facilities with evening and weekend hours so clients may access within 60 miles of their homes)

  33. 2) Develop strategies to increase the number served and the number of rides provided for increased access to health care. Key: understanding barriers 3) Advocate for legislative funding to provide affordable rural transportation. 4) Expand the awareness of increased transportation services available to rural Iowans.
